DOVER SHORES NEWS, June 1, 2021
It’s June and that means the first day of summer is coming! It also means it’s time to wish a very HAPPY FATHER’S DAY to all of our Dover Shores’ Fathers and Grandfathers!
Here is what is happening in our community:
DOVER SHORES HOA GENERAL MEETING: MAY 18, 2021
The Dover Shores’ bimonthly HOA meeting was held March 18, via Zoom. Once again, the meeting was very well attended by our community, so thank you to all who were there. Your participation is key to a well-functioning HOA.
We also welcomed two new Board Members: JOAN LUTZ and KRISTEN DUNTLEY. They have jumped right in to help. Kristen has joined the Architecture Committee, and Joan will be part of the Landscape Committee. Thank you both!
The Board discussed many items relating to the ongoing projects of our hard-working committees, and once again, the Beach Committee was the main focus of the Agenda.
- The new Beach Policies and Rules for Larry’s Beach, North Star Beach and Fisherman’s Beach, were formally adopted by the Board. This followed the distribution of the Revised Rules to the Community for a 30-day comment period. These new Beach Policies, adopted May 2021, are now the governing documents for our beaches. Please take time to look at them. They are posted on the bulletin board outside Larry’s Beach. Additionally, they are available on our website at dovershoreshoa.org. This automatically directs you to BHE, our management company. Scroll down and click on Beach Policies.
- Our COVID Beach Policies of the past year are no longer applicable based on Orange County’s move to the yellow tier and the State’s plans for completely reopening on June 15, 2021. Now that Beach Reservations have been reinstated, if you wish to make a reservation for a private group event at the Beach, a reservation form and instructions are included in the Beach Policies found on our website as noted above. Residents are, of course, encouraged to continue to use common sense and be safe when using our beaches.
- There are new beach umbrellas at each of the picnic tables. The tables, however, are still a work in progress. It is a very substantial purchase, with big variations in price, and to do it right the Beach Committee needs more time to research the products so we can make an informed decision. In the meantime, we can continue to use the existing tables.
- TUESDAY NIGHT BBQS ARE BACK! WE HAVE A SOCIAL CHAIR! THANK YOU TATE LUESEBRINK FOR VOLUNTEERING!
Without Tate stepping in to oversee the Beach BBQs, we would not have been able to start them up again. But now we need HOST FAMILIES to also volunteer to make this happen. We can begin July 6, the first Tuesday in July, and continue through August. A maximum of 8 BBQs is the plan this year, only if we have host families. We will also be following safety protocols. A plexiglass barrier will separate the food from the guests, and servers will be on hand to plate the food.
SO PLEASE HELP MAKE THIS HAPPEN. WE REALLY HAVE BEEN LOOKING FORWARD TO OUR SUMMER BBQ’S AND SEEING OUR FRIENDS AND NEIGHBORS AGAIN. WITHOUT A VOLUNTEER HOST ON ANY PARTICULAR DATE WE CANNOT HAVE A BBQ. HOSTS WILL RECEIVE $700 TO HELP COVER EXPENSES.
HERE ARE THE DATES: PLEASE RESPOND TO THIS NEWSLETTER WITH YOUR PREFERRED DATE IF YOU CAN HOST ONE OF THE BBQS. YOU CAN ALSO JOIN UP WITH A FEW FRIENDS TO MAKE IT EASIER.
WE NEED YOUR HELP: July 6, July 13, July 20, July 27, August 3, August 10, August 17, or August 24.
And while we’re on the subject of beaches:

- Please supervise and watch children you bring to the beach at all times. They are your responsibility. Children under 12 must be accompanied by an adult.
- Dover Shores assumes no liability for water activities of any beach user.
- Dover Shores is not ensuring anyone’s safety with the presence of a beach attendant.
- PLEASE let’s all continue to be smart, stay safe and be considerate of other beach users and residents.

It’s very likely our next HOA meeting will be in person - finally. Please look for details on location in our next Newsletter in July. It will also be posted on the bulletin board at Larry’s Beach.
A NOTE FROM SHERRY BILBEISI, HOA PRESIDENT:
I wanted to title this note “The Rules of Civility” or more to the point “Why Some People Are Not Having a Good Time at the Beach.”
Sorry to have to bring this up, but there have been some unpleasant encounters at the beach in the past, and they are still happening from time to time. Luckily they are not the norm, but they do happen occasionally. What might start out as a low key reminder of beach policies by someone, or some trivial disagreement between two groups of beach goers, can sometimes quickly escalate into words getting out of hand and voices being raised. Sometimes this is even happening in front of children.
So as we start off our summer season, this is just a short reminder about something everybody already knows – sometimes you just need to take a deep breath, pull back, and be polite. That might seem trite, but it doesn’t take much in the heat of the moment to forget this. So please try to tone it down when you are irritated or frustrated about something going on. And please remember this with our Beach Attendants too. They are just really nice guys who are doing their job. We are all neighbors after all. And everyone wants to have a good time at the Beach.

Believe it or not, June also is the beginning of our Election Cycle! Although our election is not until October, the current Civil Codes contain many deadlines. Therefore, counting backward:
- October Election
- September Ballots Out
- August 60 day pre-election notice
- July – Candidate statements due!
During June, you will receive a Call for Candidates for the Board of Directors. As we are back to 9 Board members, we will again have 3 seats up for election, for a period of 3 years. If you would like to appear on the ballot, please pay attention to the deadline for submitting your name!
Qualifications include being an owner on title; current on payments; and not in joint ownership with another Board member.
If you are toying with the idea of running but have more questions, we invite you to call and speak with Management, or with any of the current Board members!

CERT – NEIGHBORHOOD WATCH UPDATES:
Crime
There have been three residential burglaries in our area over the last month. Details are available on Nixle:
Home security tips are offered in these reports. Overall, crime in Newport is similar to last year and down compared to five year trends.
Nixle is a social media site used by the NBPD to report crimes. You can sign up to receive emails or text messages about crime specific to our area.
COVID Vaccines
California is offering prizes to vaccinated people. Anyone who has received at least one dose by June 15 is eligable for the one of the ten 1.5 million-dollar prizes. Ralphs on 17th and CVS are offering walk-in vaccinations, no appointments necessary.
