DOVER SHORES NEWS, June 1, 2022
A Big Welcome to Summer! We are ready to enjoy everything summer brings to our community, including seeing our neighbors at Tuesday Night BBQs, and enjoying our neighborhood beaches. So here is the latest update from the Dover Shores HOA Board about what is going on in our community:
DOVER SHORES HOA GENERAL MEETING May 17, 2022:
The Dover Shores bi-monthly HOA meeting was held May 17, 2022, again via Zoom. Although we would like to return to in-person meetings, we have been unable to find a location that has the wifi capability we need to allow us to also have zoom meetings at the same time for those unable to attend in-person. However, we are still looking, so if you know of, or have access to, a meeting room that would allow us to do so, please contact us by responding to this newsletter via email.
Here is a brief overview of what took place at our Board Meeting relating to the ongoing business of keeping Dover Shores a smooth-running HOA:

Security Cameras at Larry’s Beach – Two ring cameras with motion sensors have been installed and are positioned to cover most of the Beach. Access to the video and audio on the cameras will be held by BHE Management only. The security cameras are in addition to the Board’s approval last month of hiring an on-call security company to respond to situations involving unauthorized use of the beaches. Should residents believe security needs to be called to investigate any given situation that does not require a police call, they are to telephone BHE Management at 949 363-1963 or after hours at 949-922-6779. BHE in turn will contact the on-call security company.

Tuesday Night Beach BBQs – the Dover Shores’ tradition will continue this year beginning July 12, 2022, 6:00 p.m., at Larry’s Beach, every Tuesday through August 30. All residents are welcome, there is no cost, and no reservation is required. And it’s a great way to meet your neighbors whether or not you are new to the community. The Board also voted to increase the amount reimbursed to host families each week for food costs from $700 to $800 in view of strong attendance. A few more host families are still needed. Please send an email response if you can help us out.

Children’s Parties at the Beach – New Board member Emily Leach discussed her ideas to restart children’s events and activities at our beaches, which she is calling “Summer Saturdays” at Larry’s Beach. As Emily explained: with more young families joining the neighborhood we'd like to bring back some children's programming starting with 'Summer Saturdays' at Larry's Beach. Beginning June 4 around 11am, bring your kids to the beach with their favorite sand and playground toys, and at the same time get to know other young families in the neighborhood.

Fisherman’s Beach – A new 5 boat rack has been installed in addition to the existing 10 boat rack. BHE is working on filling the empty spots from those who have patiently been on the waitlist.

North Star Beach – Board member Tim Hawke discussed the status of moving improvement plans forward. He has found a general contractor who will be able to oversee what needs to be done to determine the project budget including getting surveys, soil tests, meeting with utility representatives, and meeting with our architect regarding materials to be used and installed. After this information is obtained, hopefully by the fall, he will be able to draw up an estimate for completing the North Star Beach Improvement Plan, which will then be submitted to the community for approval.

North Star - Plans are underway to fill the propane tank and hook it up so we will have a working barbecue at this beach as well. This should be done by the middle of June. Even though North Star is not yet improved according to the Plan, it still is a great alternative to Larry’s Beach and usually far less crowded. It also has the same new picnic tables and umbrellas.

Dredging – Tim Hawke advised the Board he is following up with the City to determine when they plan to begin their dredging. This will help us determine whether we should begin dredging at the same time in order to save costs, in the event dredging is needed at this time in the Dover Shores channels.
NEXT DOVER SHORES HOA GENERAL MEETING: JULY 19, 2022 5:00 p.m. – A Notice with a zoom link will be sent by email prior to the meeting.
A MESSAGE FROM BHE MANAGEMENT CORPORATION:
Summer Begins!!!! June marks the official beginning of Summer, and although we likely will have some June gloom to get through, that won’t stop us from enjoying the beach and the Newport Beach lifestyle!! The Board is excited about the summer barbecues, and we know all the young families are excited about Family Saturdays – it’s going to be a great season!
You may notice when you head down to the beach that some Ring cameras have been installed; rest assured that the feed will be available only to BHE Management Corporation, and will be utilized solely for the Board of Directors and only when absolutely necessary, or if requested by the police/subpoenaed. We respect your freedom to frolic in your bathing suit without worry!
When you are in the midst of your frolic, we do ask that you keep in mind that the beaches are directly adjacent to homes! The sound carries very easily, which is why amplified music is not permitted.
Finally, remember this is indeed YOUR beach, please take pride in ownership by removing ALL food trash, and ensuring that you have cleaned your area! Since it’s YOUR beach, you might even want to pick up an extra napkin if it’s flying around…!

A MESSAGE FROM SHERRY BILBEISI, HOA PRESIDENT:
While we’re on the topic of our Beaches, we all need to keep in mind that our beaches are for everyone in this community to enjoy. That’s 310 residences and all the family members inside those homes. So while sometimes the beaches may only have a few people, at other times, particularly in the summer, it might get a little crowded.
Most everyone has a great time and is considerate of others using the beach, as well as those whose homes are near the beach. So here are just a few reminders to help us have a nice, stress-free summer at our beaches:

Please do NOT bring your dog on the beach. Our beach rules do not allow them because our beaches are small, clean-up can be an issue, children are running in the same places, and it really does make a lot of people unhappy. I know the dog may be having a good time, but your neighbors probably are not.

If you want to have a family/friends party at the beach, you are certainly entitled to do so, but you need to make a reservation if you are having more than 16 people. So please contact BHE for an application. You can also get an application online at dovershoreshoa.org. Making a reservation for a big group (over 16) is required and will also ensure the date and time is free with no other big groups scheduled at the same time, which will make for a better party for you. We will also try to have a beach attendant present if possible.

As mentioned above also by BHE, we ask that you please clean up after your time at the beach – whether your group is big or small. This is your beach so we need everyone to treat it that way.

On a final note, when you leave, could you please close all umbrellas you have opened – we’ve had some casualties already to our new umbrellas from winds coming up later in the day.
And on a very final note – we still need one or two additional beach attendants for the summer. If you know someone who may be interested, please let us know by responding to this newsletter by email, and qualifications and details will be provided.
And with all that in mind, we ask that everyone, whether you are on the beach or nearby, please just be a little patient, remember that having a good time can sometimes be noisy, and, of course, have a wonderful summer!
CERT – NEIGHBORHOOD WATCH UPDATES:
The Laguna Niguel fire was yet another reminder that fire is an every-present threat in all of California and nobody is immune. The NBFD offers good information on things you can do to reduce the risk and harden your home against fires. They also offer fire inspections for suggestions specific to your home.
If you are interested and would like to learn more about emergency preparedness or community safety via the Neighborhood Watch program, please attend our next Dover Shores CERT meeting conducted via Zoom on Thursday, June 9 at 7PM.
