Welcome Summer! We are ready to enjoy everything summer brings to our community, including seeing our neighbors at Tuesday Night BBQs, and enjoying our neighborhood beaches. Here is the latest update from the Dover Shores HOA Board about what is going on in our community.

Beach Committee

After discussion of adding a slide in the April board meeting, feedback was gathered from residents via a survey in the monthly newsletter and a motion to take a vote was made. A larger than average number of residents joined the meeting to show their support of the slide as the vote was conducted. The slide vote passed with assurances to ensure the platform is first stable. Board members Hawke, Leach, Bilbeisi, Nelson, Brauchli, and Gula voted in favor of the slide. Board members Weinstein and Feiner abstained their vote. The beach committee will work with Swift Slip for the install ASAP.

Now that summer is here, it seems like a good time for a few reminders:

  • No Dogs on the Beach - EVER.
  • Please close umbrellas when you leave. We needed to replace several umbrellas this year which were wind damaged from being left open.
  • Please help keep our beaches clean - do not throw any trash on the sand or leave it anywhere but in the trash can on the beach.
  • Please remember that if you make a reservation for a large party, it does NOT mean you have exclusive access to the beach. While only one reservation for large parties is taken for any given time (which is why it’s a good idea and required to make a reservation for groups over 16) the beach still must be shared with small groups of residents who would like to use the beach.
  • And here’s a reminder that needs repeating many times: there are no lifeguards at our beaches. Swim at your own risk. And please watch your children at all times. They are solely your responsibility.

Social Committee

By popular demand we are bringing back the all catered bbq format! Mark your calendar now!

  • July 15 – Mo Bites Burgers
  • July 29 - Pizzarageous
  • August 5 - Lucille's BBQ
  • August 19 - Fiesta Party

All food will be served from 5-7pm. This year we will have a process for residents to sign in and get tickets for your food. This is a necessity due to people showing up with large parties last year and taking food to go. See you there!

Architecture Committee

Are you starting a remodel or in the middle of one? Please keep the street appearance of your lot neat and tidy throughout the duration of your project. You are responsible for the appearance of your landscaping even though you may not be residing at your Dover Shores property while the work progresses.

The following issues have been observed:

  • Overgrowth of weeds and grass on the parkway strip and at base of construction fences.
  • Displacement and breakdown of sandbags at the base of fences causing a tripping hazard on the sidewalk.
  • Untidy construction fences with tattered fabric.

Owners of these lots may not realize that your neighbors view your property as an eyesore. Article VII Section 2 of the Dover Shores CCRs states “Every owner shall maintain the exterior of his dwelling, walls, fences, roof and landscaping of his dwelling in good condition and repair.” The intention of this clause is to maintain our beautiful neighborhood for the enjoyment of all, and to maintain property values. Overgrowth of weeds and vegetation may also be cited as a public nuisance and/or fire hazard in sections of Newport Beach Municipal Code.

The HOA Board and Architectural committee have received complaints about this issue. Letters of warning will be sent to out-of-compliance property owners. If letters of warning are not effective in gaining compliance, there is a structured schedule of penalties that may be pursued.

Consider hiring a gardener to stop by weekly or biweekly to maintain the parkway strip and abate the weeds. Alternatively, include this maintenance as a part of your Contractor agreement throughout construction.

From Opening Days to Bayshores Barbecues, we are in for a lot of social fun! Lets be sure that we are respectful!

Beaches:

  • PLEASE be aware of your volume level for neighboring homes.
  • PLEASE clean up after yourself! The janitorial will try, but the winds and the tides bring things like popped water balloons into the oceans – it’s unclean and unsafe (and messy for those entering behind you).

Boat Racks - PLEASE If you are renting a space on the boat rack, return your boat back to your assigned spot, and let us know right away if you are not going to use the spot anymore – we have active boaters/paddleboarders awaiting those few coveted spaces!

Safety for your Home – as we are all aware there have unfortunately been burglaries throughout Newport Beach, occurring when the owners are not home. If you are going out of town, (and sadly even if you’re going out to dinner!) the Newport Beach Police Department recommends the following:

  • Invest in a ring camera that will notify you in real time of activity so that you can contact the police department ASAP.
  • Consider putting lights and sound (TV, music) on a timer to come on as the sun sets, and intermittently through the evening.

CERT / Neighborhood Watch Updates

Parking Regulations

All the streets in Dover Shores are regular residential city streets. The HOA has no authority or control over street parking. Residential street parking is regulated by the Newport Beach Municipal Code, Chapter 12.40. Some highlights from that code include:

  • Vehicles can be parked at one location on a street for a maximum of 72 hours and then must be moved at least 100 feet or 0.1 mile on odometer. NBPD parking control notes that this regulation is not normally enforced unless there is a complaint.
  • Large motor vehicles (more than 22 feet long) may not be parked on residential streets except for up to 24 hours if parked adjacent to the owner's residence for the purpose of loading in preparation for travel. The loading period can be extended up to 72 hours by applying for a permit from the NBPD.

Some parking issues are state law:

  • As of January 1 of this year, the California Daylighting Bill AB-413 is being enforced which prohibits parking within 20 feet of a marked or unmarked cross-walk. See a YouTube video here for more information.
  • California Vehicle Code, Section 22500(f) prohibits parking that blocks a sidewalk, even in your own driveway. See comments here.

Parking on the finger streets in Dover Shores (North Star, Morning Star, Evening Star) is often congested. As a courtesy to your neighbors, please ask contractors to park on Polaris whenever possible and try to park your own vehicles in your garage or driveway.

Note that paid parking such as that on the Peninsula is not enforced by the NBPD but enforcement is out-sourced to a third party company Laz Parking (details here). If you are ticketed you can pay online (or appeal if you think the ticket is invalid) here.

Communications - Web Site Update

We are looking to update the Dover Shores Web Site with improved information and capabilities, either via a commercial package like HOA Start or possibly as a semi-custom site with a collection of WordPress plugins.
