We hope everyone is our community is staying safe and healthy. This past month does seem to have passed quickly even though life as we know it has been almost at a standstill. We can now see a glimmer of a light at the end of the tunnel, which hopefully, will continue to be brighter each day. Summer is almost here, and we are all very ready for it to begin!
Again, this monthly newsletter from your HOA Board is intended to increase our ability to communicate with all of you so you know what is going on in Dover Shores. It’s also intended as a means to help you better communicate with us about any questions or concerns you have. Please feel free to contact us anytime by email about any subject at board@dovershoreshoa.org. We will forward your email to the appropriate Board Member to respond.
June 1 is also the beginning of BHE Management Corporation taking over as the property management company for Dover Shores Community Association. We are very excited about this transition and are confident it will be beneficial to our community. All of you should have received an introductory letter from BHE around May 20 providing its contact information, and also asking for updated contact information from our residents. We would encourage you to return the form to them if you have not already done so.

BHE Management Corporation was founded in 1993 by Marla Brower Hemmel, and we have focused strictly on management of homeowner associations since that time. Ms. Lisa Parra CCAM LParra@BHEManagement.com, your certified community manager, has been with BHE Management Corporation going on 14 years, and is thrilled to be working on Dover Shores! Aided by her capable Assistant, Melissa Mora MMora@BHEManagement.com, they bring a wealth of knowledge and dedication to the community.
We respect the fact that the community has been in place for many years, and that there are owners that have called Dover Shores home for many decades. Our mission will be to ensure that the organizational structure of the community is sound, and to work alongside your Board to preserve and enhance the character of the homes and common areas.

NEXT HOA MEETING: TUESDAY, JULY 21, 2020
GENERAL MEETING BEGINS AT 6:00 p.m. All Homeowners are invited to attend and bring any issues, requests or comments they have to the Board’s attention at the start of the meeting during the Homeowners Forum. We encourage all homeowners to attend at least a few times a year just to stay involved in our community and to see what is going on. Because of the gradual reopening of the State and the City, we will email all of you closer to the meeting date to let you know if the meeting will be in person, and if so where, or by video conference.
BEACH COMMITTEE
Of all things going on in our community, our beaches seem to be the topic of the most interest to everyone. On Memorial Day weekend, we emailed each of you to let you know about our Phase I soft reopening of the Beaches and new policies in place. The Dover Shores HOA Board of Directors wants to thank everyone for their understanding and cooperation as the Board tries to responsibly and safely reopen the beaches with modified policies. We look forward to the time when everything can resume to normal. Although the beaches are open to residents subject to the Phase I Conditions, unfortunately, for this summer, we have had to cancel our very popular Tuesday night Beach BBQs. But we are definitely looking forward to resuming them again next year.
As a reminder, beach hours are 9:00 a.m. to dusk. AND there is a lifeguard on duty 7 days a week.
For those of you who may have missed our Special Announcement of the updated beach policies, we are reprinting them again below, and they are also posted at the beaches.
Covid-19 phase 1 beach usage subject to the following conditions:
- Maximum of 5 persons per address (key holder name & address, id required)
- 2 hour time limit (to make room for others) sign-in required
- 16 person maximum on beach at any one time
- Social distancing must be maintained outside of family group
- Face mask strongly advised
Warning: use of beaches are at your own risk. There is no sanitizing of any equipment at this time.
These policies are subject to change as the covid-19 situation changes. When using the beach please respect fellow beach users and residents. Violation of the above policies may result in suspension of beach privileges and/or fines.
SOCIAL COMMITTEE
WE NEED YOUR HELP
Although we will not be doing our standard Tuesday night BBQs this summer, we are hoping to get back on track in the Fall with some of our kids’ activities. We have had one volunteer so far, but we are still looking for one or more additional residents to volunteer to serve on the Social Committee to help put together our Social Events. It’s a great way to get to know your neighbors in this community, or you can also volunteer with a friend or two.
The Social Committee is responsible for planning the calendar (events usually take place about the same time each year), creating and distributing invitation flyers with the help of our flyer distribution walkers, and organizing food, activities and decor for the events, as well as hosting. The events include: Halloween, Easter, Tuesday night BBQ’s, End of Summer Fiesta and help planning the Annual Meeting. Each event has a $600 budget. Lots of this information is already put together in an easy to read notebook with examples of everything. Please think of volunteering to be on the Social Committee – no Board commitment but a chance to get more involved in our community. Contact Julie Patterson: johnjuliep@sbcglobal.net for details.
LANDSCAPE COMMITTEE
The Board approved the tree replacement project at the last meeting. It was suggested that we implement the project into 4 phases. We are working with the Landscape Company Artistic Maintenance to work through the logistics for what makes sense and where to begin. The replacement trees will be drought tolerant, easier to maintain from a cost perspective as well as a view preservation perspective and will also provide a healthy environment for our “natural inhabitants”.
Our Beach refresh project is in its final stages. The drip system will reduce our watering expenses and the plants should provide a nice variety of color throughout the year. It will be nice to enjoy our refreshed neighborhood as many of us walk the streets and paths as we stay close to home this summer. Hopefully, we can all get out a little more each day until we can put the present circumstances in our review mirror.
CERT
The Newport Beach Fire and Police Departments have released the Newport Ready Guide, an easy-to-use document full of emergency preparedness information specific for Newport. The city has also created a video explaining the content staring Matt Brisbois (NBFD), long time leader of the NB CERT program, and Katie Eing (NBPD) who is the emergency services coordinator for the city.
Despite businesses reopening, COVID-19 is still with us. Consult the Orange County Health Department COVID web site for the latest figures. Daily totals fluctuate but the average number of cases reported and the number of people hospitalized is slowly increasing.
