Here is an update from the Dover Shores HOA Board about what is going on in our community.
BEACH NEWS
Fisherman’s Beach
In addition to Larry’s Beach and North Star Beach, we also have a third beach called Fisherman’s Beach. This is the smallest of the three private beaches in Dover Shores and is used by Dover Shores residents for berthing small (14’ max.) non-motorized watercraft [kayaks, paddle boards, canoes etc – collectively, “boats”]. The annual storage fee due on January 1 is $100 per year per boat space. One spot per homeowner. It is not prorated for storage periods less than a year. Upon paying the fee, the boat owner receives a dated license sticker to apply to the craft and a special key to Fisherman’s Beach gate. The key must be returned when you remove your boat or a fee will be charged.
From a recent inspection of Fisherman’s Beach and review of current records, it appears many boats at Fisherman’s Beach are not registered. This makes it impossible for us to fairly accommodate other residents who have asked for space to store their boats at Fisherman’s Beach.
IMPORTANT NOTICE: ANY DOVER SHORES RESIDENTS WHO ARE CURRENTLY STORING BOATS AT FISHERMANS BEACH WHO HAVE NOT PAID THEIR ANNUAL FEES FOR THE YEAR 2020 MUST REGISTER THEIR BOATS IMMEDIATELY OR REMOVE THEM. ANY BOATS NOT REGISTERED BY AUGUST 31, 2020 WILL BE CONSIDERED ABANDONED AND SHALL BE REMOVED AT THE OWNER’S EXPENSE. TO ENSURE YOUR BOAT IS PROPERLY REGISTERED, PLEASE CONTACT BHE MANAGEMENT CORPORATION AT 949-363-1963.

Beach Usage
JUST ANOTHER REMINDER: OUR COVID-19 PHASE 1 BEACH POLICIES REMAIN IN PLACE. These were printed in our last two newsletters, and are posted on the gates of Larry’s Beach and North Star Beach.
The Beach Committee will update these policies as necessary so we are in compliance with State of California mandates. Please respect your neighbors and keep Dover Shores safe by following these policies when you are at Larry’s Beach or North Star Beach. We would also request that you be considerate of neighbors and others at the beach by keeping the noise level low and attending your children.
Dover Shores HOA has hired two lifeguards for the summer season - Scott Burton and Tom Nelson. One of them will be present 7 days a week from 10 AM to 5 PM. When you are enjoying the beaches, please direct any questions you may have concerning beach protocols and usage to the lifeguards.
Again, we are sorry but we are not accepting beach party reservations this year because of COVID-19, and unfortunately this means there will be no Tuesday night BBQs this year as well. We are all looking forward to normalcy sometime very soon so we can see each other again for our beach get-togethers.
LANDSCAPE UPDATES
The Landscape Committee walked our neighborhood last month and reviewed our planned project for tree replacement in our slopes. It was decided that we will implement new plantings first and then remove the failing flagged trees after new ones are planted. This project will create a healthier and more beautiful landscape as these new trees mature while at the same time, keeping them at a height consistent with view guidelines, and enhancing the life of the slopes as well. The city has completed its reforestation cleanup along the slopes above the Polaris entryway. We will continue to work with the city to try to maintain their areas within the community. Our beach landscaping has been completed and after the addition of some new mulch, should begin to fill in nicely. The newly installed drip lines will help control our water in a more defined space reducing the amount of water we are using.

Happy Summer!!
We are just getting our feet wet, but have had the opportunity to meet with the landscape and beach committees to gain familiarity with the community and your processes, and both meetings were great experiences – Dover Shores has so many dedicated volunteers! We have also worked extensively with the welcome committee to update the Welcome Packet and to clean-up some old documents.
Currently, we are seeking homeowner assistance with the following items:
- We are working to get a good handle on the boats at Fisherman’s Beach. If you have a boat stored on Fisherman’s beach without a 2020 sticker, please contact us at to ensure that your information is up to date on the records! We are striving for a more efficient approach to the boat storage for 2021.
- The landscape committee would like to remind you to be certain that your trees are no higher than the roof (about 14’). This is not only helpful for protecting views, but also for your family’s safety - fire season is upon us! When having your trees trimmed, it is also suggested that they are kept clear from your gutters to prevent debris collection therein.
- Are there some areas of the landscape that need attention? Please bring these items to management directly so they can be reviewed at the next walk! We would like to have a single “depository” for landscape concerns to improve efficiency for all of the owners (and the committee members!!).

SOCIAL COMMITTEE ANNOUNCEMENT
Dover Shores Giving Back to our Community through the SOS Back to School Program
Every summer for the past 3 years, Dover Shores residents have contributed school supplies at the Tuesday night BBQs to help support the Back to School Program through the local non-profit Share Our Selves in Costa Mesa. This year donations have become difficult as the program relies on donations with cooperation from the OC Fair which will not be running this summer. Now is a great time to step up as a community and help those in need. You can donate by going to shareourselves.org/donate and donating money to fill backpacks for students in need. Whether online, or learning in person, students need supplies to get their work done.
If instead you would like to purchase items, the items needed are:
- Erasers, Pens, Pencils, Rulers , Highlighters, Pencil Holder
- Colored Pencils, Crayons
- Glue Sticks, Scissors, Folders, Spiral Notebook
- Cloth Masks

CERT / Neighorhood Watch
With more families staying home during the COVID-19 epidemic, bicycling has become more popular than ever but people unused to cycling are sometimes cycling unsafely. All cyclists should review the NBPD safety guides:
These documents are focused on child safety but parents need to role model good behavior.
The increased popularity of cycling means that bikes are in short supply at stores but this also means the bikes are increasingly a target for thieves. Newport Beach has experienced an increase in garage thefts recently with thieves entering the pedestrian door, opening the main door, and helping themselves to the contents. Remember to keep all garage doors closed and locked. Activating the lock feature on door openers is recommended, especially when traveling.
To protect your bikes in particular, the NBPD has teamed with a national bike registration system 529 Garage to help you recover stolen bikes. Register at:

To keep you bike safe when not in use, keep it locked in your garage with a chain to something secure.

NEXT HOA MEETING: TUESDAY, JULY 21, 2020
GENERAL MEETING BEGINS AT 6:00 p.m.
All Homeowners are invited to attend and bring any issues, requests or comments they have to the Board’s attention at the start of the meeting during the Homeowners Forum. We encourage all homeowners to attend at least a few times a year just to stay involved in our community and to see what is going on. Because of the gradual reopening of the State and the City, we will let you know closer to the meeting date if the meeting will be in person, and if so where, or by video conference.
