Many of us surely agree that 2021 could not come soon enough. As we start the new year, the work of your HOA Board and Committee Volunteers continues. Here is the latest update:
DOVER SHORES SPECIAL BY-LAW ELECTION – PLEASE VOTE BEFORE THE JANUARY 18, 2021 DEADLINE
By now every member of the Dover Shores HOA should have received a cover letter and an official ballot in the mail asking for your vote to change two simple matters in the by-laws. The Board of Directors believes these changes are needed for the Board to conduct the business of our community more effectively. Below is a copy of the ballot you all should have received. If you do not have the ballot or cannot locate it, please contact BHE at 949-363-1963 to receive one:
BY LAW AMENDMENT
- Shall Article IV, Section 5 of the ByLaws be amended from: “The presence in person or by proxy of a majority of members entitled to vote shall be requisite and shall constitute a quorum for the transaction of all business.” To: “The presence in person or by proxy of 33% of members entitled to vote shall be requisite and shall constitute a quorum for the transaction of all business.” [ ] YES [ ] NO
- Shall Article V of the ByLaws be amended from: “The Board of Directors shall consist of seven (7) Directors.” To: “The Board of Directors shall consist of nine (9) Directors.” [ ] YES [ ] NO

If you are interested in Zooming into the HOA meeting, our January meeting is scheduled for Tuesday, January 19, 2021. We will begin at 3:00 p.m. with the opening of the ballots for the By-Law Amendment (to which all owners are welcome); go into Executive Session at 4:00 p.m. (for Board members only), and then move into our General Session and Homeowner Forum at 5:00 p.m.

Among other matters, the Board will again be discussing amendments to the Beach Rules, and likely voting on agreed upon changes.
A MESSAGE FROM TONY KHOURY, DOVER SHORES HOA PRESIDENT:
As we are about to enter the New Year, I would like to wish all of our homeowners, DS Board of Directors, BHE Management, and all of our vendors a very healthy and prosperous 2021.
As a Board member for the past several years, I have been asked a few questions many times regarding meeting procedures. I’d like to provide you with the answers.
- The first question is why prior to open Board meetings, we schedule a closed-door executive session?
The answer is that executive session topics are confidential and are limited to a few subjects such as: legal/litigation, contract negotiations, disciplinary hearings, delinquency payment plans and lien foreclosures. Anything else must be handled in open session, including a brief description of the topics discussed during executive meeting.
- The second question is why the Board only allows members to speak during the open homeowner’s forum, and not to participate in the actual Board meeting?
The answer is that the open forum is important because it allow members to address the Board on any topics or issues relevant to the community, not just matters on the Agenda. However, it would make it very difficult for the Board to conduct business if members also had the right to interrupt Board discussions and deliberation of agenda items. During the Open Homeowner’s Forum, the Board does give any member the right to speak, subject to a reasonable time limit to allow other members an equal chance to address the Board.

Sadly, I need to report that one of our Board Members, Jacquelyn Beauregard Dillman, resigned from the Board at the November meeting due to numerous other personal commitments. On behalf of the Board, I would like to thank Jacquelyn for her years of service on the Board and her service to this community. I am happy to report, though, that Jacquelyn will continue serving as a volunteer on the Beach Committee to help implement ongoing improvements currently being planned on all our beaches.
To fill her vacancy, the Board voted unanimously for David Price to fill her remaining term. David received the second highest number of votes during the last election in October 2020.
Accordingly, I would like to welcome our two newest Board Members, Gail Jones and David Price, to our Board, and to wish them a very inspiring and productive term.

Welcome to 2021 at long last! This is a very busy time of year for Dover Shores, as we complete the Seating of our Board of Directors, and the mailing out of our budget and Annual dues statement. The Board will also begin planning for the coming year, and hope that we are able to safely resume our Social Functions by this Summer!
Please bear in mind when you receive your annual dues statement that the full dues are to be paid by February 1st, and become delinquent 30 days thereafter; the owner of record is responsible for payment in full regardless of whether a billing statement is received, therefore if you don’t receive a billing statement by the end of January, please contact our office to ensure we have your accurate billing information, and/or to request a duplicate copy which we are happy to send out!

As we are all aware, 2020 was a year like no other. There were plenty of hardships and struggles, sickness and loss, but through it all, Dover Shores has remained one of the BEST places to live. We are so fortunate to live in proximity to beautiful local beaches, stunning Newport Harbor, the Back Bay waterways, biking and walking trails, world class dining and shopping areas, to name a few. For those of you who chose to move to Dover Shores during the “Year of COVID”, you made a fantastic decision!

CERT – NEIGHBORHOOD WATCH UPDATES:
Orange County hospitals are full of COVID patients and the January projections are even worse. The following chart shows current OC hospitalizations and ICU utilization. The latest information is available on the OC Health COVID Dashboard. Mobile field hospitals (tents) are currently deployed at UCI, Fountain Valley and Los Alamitos, with details available in the OC Health MHAOC report.
Please give our overworked hospital staff a break and STAY HOME, avoiding contact with anyone but your immediate family. If you must go out, wear a mask and maintain your distance.
OC Testing Sites
One of the most insidious things about COVID is that many people with the disease show no symptoms and yet may still be contagious. Another fact, not widely known, is that people are most contagious BEFORE they show symptoms, peaking 0.7 days before the symptoms.
If you have been in close contact with anyone who subsequently tests positive, you should self quarantine and get tested 5-7 days after your exposure so that your viral load, if it exists, will be high enough to test positive on the PCR test.
Multiple testing resources are available for OC residents:
- At-Home Testing OCHealth is now offering free at-home COVID test kits to anyone with exposure concerns. Orders filled in 24-48 hours but total turnaround is likely to be longer than one of the following options. Your insurance may be billed but there is no co-pay. This just appeared on the OCHealth @ochealth Twitter feed, a good social media source to follow along with @CDCgov.
- OC COVID-19 Testing Super Sites (Fairgrounds, Anaheim Convention Center) Free to OC residents but appointment required. Expect long lines but seniors and health workers get a faster line.
- State of California OptumServe Testing Sites (Buena Park, Orange, Santa Ana) Free for exposed people who cannot get a test through their provider. Registration required.
- OC COVID-19 Testing Network for those with Symptoms Many locations. Free for people with symptoms but without health insurance.
- Provider Testing Resources in Orange County Most of the major healthcare providers such as Kaiser, Hoag, UCI Health, CVS offer testing, paid for via health insurance. Contact your provider for the cost of any co-pays.
Vaccinations
COVID vaccinations are starting to become available in CA. Distribution is prioritized. Currently there is only enough vaccine doses for tier 1A which includes:
- Health Care Workers - includes persons at direct risk of exposure in their non-clinical roles, such as, but not limited to, environmental services, patient transport, or interpretation.
- Residents of skilled nursing facilities, assisted living facilities, and similar long-term care settings for older or medically vulnerable individuals.
Details on the tiers are available from the California Department of Public Health. More general information about vaccine distribution in CA is available here.
The CDC has a good page on the risks and contra-indications of the vaccine.
People should realize that vaccination is not some kind of "golden ticket". Efficacy of 95% means that 1 person in 20 who has been vaccinated may still get COVID and be contagious although their sickness will generally be much reduced compared to unvaccinated people. Note that both currently approved vaccines require two separated doses (Pfizer 21 days, Moderna 28 days). Efficacy is about 50% 10 days after the first dose and full efficacy is reached about a week after the second dose. To limit this tragedy we need to continue wear masks and maintain social distance until we are past this disease. More information on the Dover Shores CERT web site.
