Happy Valentine’s Day! Although it’s only February, most of us are probably looking forward to the arrival of spring and longer sunny days. Your Dover Shores HOA Board is doing all it can to ensure our residents live in a well-run, beautiful beach community. So once again, here is the latest update about what is going on in our neighborhood.
Dover Shores HOA General Meeting January 17, 2023:
The first Dover Shores bi-monthly HOA meeting of the year was held January 17, 2023, in person again at St. Andrews Presbyterian Church across from Newport Harbor High School. The meeting was also a hybrid zoom meeting so those who could not attend in person attended remotely.
Our next HOA meeting will take place on Tuesday, March 21, 2023 at St. Andrews Church again. We will be using the same lower-level meeting room – the Flanagan Room – for the foreseeable future. This will again be a hybrid in-person/Zoom meeting. The Zoom credentials for the March meeting are:

In the meantime, here is a brief overview of the main discussions and actions taken at our most recent Dover Shores Board Meeting:
- Security – During the Homeowners Forum, Lt. Michael Schiavi and crime prevention specialist Sara Verschueren spoke to the Board and homeowners in attendance to discuss statistics for area burglaries, and to answer questions. The statistical trends for home burglaries in Dover Shores for last year are up compared to 2021 but still down compared to 5-year averages:

To address this rising trend, NBPD has been conducting directed enforcement actions in which patrol cars and unmarked detectives stake out neighborhoods during peak burglary times (5-9PM) and have had success in arresting suspects on King’s road and in Dover Shores. Many recent burglaries have been perpetrated by South American gangs (mainly Chilean). These gangs are operating nation-wide. They are mainly interested in jewelry and other valuables in master bedrooms. They avoid confrontations whenever possible and target empty homes so the best defence is to make your home look occupied any time you leave the house. See the NBPD web site for more suggestions.

License Plate Scanner – the Board continued its discussion on the feasibility of installing license plate scanners at various points in Dover Shores as a further security measure. Board Member Mike Talbott was familiar with Flock Cameras of which the police officers were also familiar. They provided positive feedback on its use based on their experience. These cameras are in use in other Newport Beach neighborhoods. The Board will obtain further information and potentially move forward with installing this security system soon.

Rekeying the Beaches - The Board once again continued its discussion of key fobs vs. rekeying for Larry’s Beach and North Star. After reviewing the latest very substantial estimate for key fobs together with related monthly and yearly expenses, the Board decided to move forward with rekeying the Beaches as voted on last September. When the keys are ready, residents will be able to pick up new keys at Larry’s Beach on specific dates of which everyone will be given notice. Those unable to pick up keys can contact BHE Management to obtain one. In the future, there will be a $100 charge for replacement of lost keys.

Tuesday Night BBQs - The tentative dates for this summer’s always enjoyable Tuesday Night BBQs are July 11, 18, 25, August 1, 8, 15, 22, and 29 – 8 weeks of neighbors seeing old friends and meeting new neighbors. As always, the BBQs can only happen if we have host families. If you are interested in hosting on one of those dates, you might want to reserve your date now by sending an email response to this Newsletter or by emailing Tate Luesebrink at tate.luesebrink@gmail.com.

As we look forward to the Spring, and the advent of our new fiscal year, the Board of Directors has
made several preparations! Please note the following important reminders and updates:

HOA Annual Dues Assessments – The assessment bills have been mailed out, if you need a duplicate copy please contact our office!! Invoices are due February 1st, and late fees and interest may be charged after February 28th; please submit your dues!
a. Paying by check: Use the enclosed envelope, and please include your account number (BHE-Q9-xxxxx-x)
b. Paying online: Go to https://bhemanagement.com/ and click on “Make a Payment” to get started; note that Paylease/Zego will charge a fee for this service.
c. Looking up your account online: Go to https://bhemanagement.com/ and click on “Account Access”. You will find your password on your billing statement (there is a depiction on the “account access” tab showing you where to locate the password). -
Fisherman’s Beach Boat Storage – Storage runs from January 1st through December 31st, therefore if you have not yet renewed you must do so straight away!
a. If you no longer need/want the storage space, please advise management; upon receipt of your beach key, the $250.00 refundable key deposit will be returned.
b. If you wish to renew, please send the form along with a check for $150.00 per boat to Management (form can be downloaded here )
c. If you wish to BEGIN new storage, please contact Management to determine if there are available spaces; you will need to submit an application, a fee of $150.00 per boat, and a $250.00 key deposit. -
Re-keying of Larry’s Beach and North Star Beach – in order to lower the likelihood of beach usage by past owners/tenants within Dover Shores, the Board has made the decision to move forward with re-keying of the beaches. While the initial key will be distributed without charge, replacement keys will be $100.00 per key. You are therefore encouraged to place the key onto it’s own keychain that can be described if lost and found!

Summer BBQs – A big thank you to Tate Leusebrink who has agreed to again chair the festive Summer BBQs that we all enjoy so much!! Have you taken your turn at “hosting” one of the BBQ’s? If you would be willing to host (along with another family/families is encouraged) please contact Tate – there is a reimbursement from the community for the cost, but we can use the extra hands.

CERT – NEIGHBORHOOD WATCH UPDATES:
Be Well
The NBPD and NBFD are supporting a new service to address mental health/behavioral crises non-violently. Be Well OC is a non-profit, donation-supported agency with professionals trained in de-escalation and crisis intervention related to:
- Mental health / behavior crisis
- Suicidal ideation
- Substance abuse / addiction
- Non-emergency domestic violence / family issues
- Dementia crisis events
- Homelessness / basic needs
Newport Beach has a dedicated Be Well team staffed 12-hours per day, 7-days per week. Their services can be reached via the NPBD non-emergency number 949-644-3717. They can connect you with services over the phone or dispatch their crisis van to provide assistance at your location.
Car Seats
For anyone with young children, the NBPD will teach you how to properly install a car seat. Contact contact Officer Mark Hamilton at mchamilton@nbpd.org. Spaces are limited each month and are based on a first come, first served basis.
