We have one additional Board opening at this time. If you are interested in serving on the Dover Shores Board, please contact BHE so they can send you a Candidacy Statement. Because this opening is to fill the remainder of Joan Lutz’ term, who passed away in October, it will run through Oct 2023.
DOVER SHORES HOA GENERAL MEETING JANUARY 18, 2022:
The Dover Shores bi-monthly HOA meeting was held January 18, 2022, again via Zoom.
In addition to the election of officers for the coming year, the Board also appointed committee chairs at the January meeting. Our HOA Committees are very important to Dover Shores because they conduct the day-to-day work of the Board in conjunction with our management company, BHE Management Corp. Overseeing these committees is the primary work of our board members and is critical to our community’s ability to run smoothly and provide the services we pay for with our HOA dues.
We are very grateful to our Board members for their time and their commitment in getting that work done, and to our residents who volunteer to serve on our committees. This year’s committee chairs are the following:

At the HOA meeting, the Board also discussed many items relating to the ongoing business of the Committees including the following:

Dover Shores now has on-call Security Company that can be contacted when incidents happen with respect to trespassing, unauthorized use of the beaches, and other violations that require some level of security response, short of law enforcement. If you see such an incident that you believe needs a security response, please contact BHE immediately at 949-363-1963, or after hours at 949-922-6779 so they can contact the Security Company to make a call.

However, ALWAYS CALL NBPD if you are suspicious of some person or some vehicle. Their number for non-emergencies of this kind is 949-644-3717.

One additional related item discussed by the Board was the possibility of installing security cameras at our beaches to deter trespassing and other unauthorized entries. This would be a much less expensive alternative than changing to a key fob system.

The Board also discussed possibly hiring a project manager to oversee the many details required for getting an accurate estimate for improvements at Larry’s Beach. These include water, power, sewer, and soil issues among others.

Our architect was asked to revise the North Star plan to add a bocce ball court (as a substitute for pickle ball).

Plans are moving ahead to add another 5-boat storage rack at Fisherman’s Beach.

Although currently we plan on having another summer of our popular Tuesday Night Beach BBQs, there are no immediate plans for restarting the children’s holiday parties. We first need to determine what level of interest there is for continuing these events. We would also need a volunteer, preferably someone with small children, to chair this part of the Social Committee. We welcome hearing opinions from anyone with small children on whether these parties should continue, and whether anyone would be willing to help.
WE STILL NEED BEACH ATTENDANTS
Although it is not the summer season, we try to have Beach Attendants on call all year for beach reservation groups, which typically have many people attending. Although the HOA is not required to provide a Beach Attendant for reserved groups, or at any time, we will try to provide one whenever possible. So please pass this along to anyone you know who meets the qualifications and might be interested:

Knowledge and application of lifeguard and rescue techniques, patron surveillance and emergency preparation.

An understanding of the facility characteristics, rules, regulations, policies and procedures.

Leadership, communication and public relation skills.
COMPENSATION
Subject to experience and qualifications, the salary range is $18 - $22 per hour,
and is paid bi-monthly (with standard payroll deductions).

Hello to all Dover Shores owners! Here are some reminders for this time of year:

Dues Payments – Please remember that you need to pay your Annual HOA dues during the month of February to avoid late/finance charges! You can pay by sending in a check, or you can pay online by e-check or credit card.
To take advantage of the on-line payments, go to dovershoreshoa.org, and select “Make a Payment” at the top of the screen. This will hyperlink you to Paylease/Zego, where you can make your annual dues payment online. (NOTE: Once you go to dovershoreshoa.org, you can also scroll down to view or print community documents, rules, and applications!) If you have any questions about your dues payment, or need another copy of your billing statement, please let us know!

Home Irrigation – We still are in a wet and chilly time of year (especially along the Coast) so please make sure that your irrigation is turned down or turned off for the season – the more established your landscaping is, the less surface water it will require. There should be no water running down onto the slopes, and we want our gutters to be clear (not green) as well! Thank you for your consideration.

Planning Improvements – If you are planning improvements to your home this Spring, please be certain to complete and submit an architectural application (available on the dovershoreshoa.org website) well before you plan to commence construction. Just a reminder – our CC&Rs require this for any work on a property’s home, exterior structures, fence, wall, patio covers, exterior alterations or other structures. Even if you are just replacing a like-for-like roof, which does not require a fee, an application with neighbor awareness is still required. Thank you in advance for helping the HOA do its work.

A MESSAGE FROM SHERRY BILBEISI, HOA PRESIDENT:
As we start a new HOA year, I want to thank the board and our Dover Shores community for all the support and encouragement I received from so many last year. Now that my on-the-job-president training is done, I will certainly continue to try to make the next year a positive one for our neighborhood. Again, I look forward to any advice or comments you might have on how Dover Shores is working and how it can be made better. As I said a year ago, this is not a one-person job, but a community job.
We have a great Board this year – many experienced faces and 2 new ones: Tate Luesebrink and Tim Hawke. Both bring a lot of talent and business experience to the Board, as well as a lot of energy. Our Board this year continues to represent a good cross-section of our neighborhood, both on and near the water, and up the hill. That’s really the best way to ensure everyone’s interests are fairly represented, and our beaches and common areas continue to be a resource for everyone to use and enjoy.
As noted above, at this time we have one Board opening. We encourage everyone to consider serving on our HOA Board at some point in time. It’s a great way to make a big difference in our community.

CERT / NEIGHBORHOOD WATCH UPDATES:
Residential Burglaries
There were three home burglaries in our area recently:
- Jan 4 - 1700 block of Antigua Way
- Jan 6 - 1200 block of Polaris
- Jan 12 - 1700 block of Highland
In all three of these burglaries, suspects smashed sliding glass doors or windows to enter and ransack the master bedroom. This is currently the most common M/O for home burglaries across the city. For more information, on these burglaries, visit Nixle. On Jan 22, there was an attempted burglary on the 1700 block of Galaxy, apparently thwarted by a burglar alarm.
Though crime overall is down in Newport Beach, residential burglaries for 2021 were up 17% compared to 2020. The trend has been to target unoccupied homes and homes that back to open areas such as hillsides. Burglaries can occur at any time but recently the dinner time hours of 5-9PM have been most common. The burglars appear to be looking for houses where the residents have gone out to dinner. Always arm your alarm any time you leave the house.
Burglars don’t like to confront residents so the best way to avoid burglary is to give the impression your house is occupied via lights, leaving the TV on, even playing talk radio. Keeping the outside of your home well lighted helps and cameras, especially those with motion activated floodlights, have been shown to work by videos forwarded to the PD. Tsunami
On January 15, Newport experienced a tsunami due to the big eruption on Tonga. Fortunately, damage here was minimal but there were several million dollars of damage in Santa Cruz. Even small tsunamis can cause dangerous rip currents so Newport has updated its siren system for the beaches. What many people don’t realize is that tsunami’s don’t usually present as a single giant wave like those in the movies. Most tsunami’s appear as a rapidly rising high tide (see Santa Cruz Youtube), followed by a trough as big as the crest.
Often there are multiple surges spread over a period of hours and the first one is not always the biggest. When the 1964 tsunami hit Crescent City, CA, the first surge only rose a few feet. People ran for the hills and nobody was killed. When it receded, people came down to check out the damage and explore the strangely low water level, only to be caught by a second surge about a half hour later that rose higher than the first. In this surge, 11 people were trapped in structures or caught in the riptide and swept out to sea to drown.
Trash Pickup
We recently received notification from CR&R, the contractor for trash collection in Newport Beach, that our trash pickup day has been moved to Monday. We’re not sure this applies to everyone in Dover Shores, so check your mail for notices from CR&R.
CR&R is also rolling out organic waste recycling to comply with SB 1383. Some of us have already
received our green recycling bins. These and in-home food scrap pails will be delivered to everyone
during February and March. Recycling pickup will be the same day as trash pickup. Details
on what goes in each bin can be found on the city web site:
