Our goal is to make it easier for the Board and the Dover Shores Community to communicate with each other. That is also the main reason for this monthly Newsletter. So here is the latest update from the Dover Shores HOA Board about what is going on in our community:
DOVER SHORES HOA GENERAL MEETING JANUARY 19, 2021:
The Dover Shores bi-monthly HOA meeting was held January 19, 2021 via Zoom. The Committees updated the Board on matters relevant to the community:
- Architecture Committee: Mike Talbott, the committee chair, is in the process of revising and streamlining the current architectural guidelines and policies to make them easier to follow and consistent in areas where they might be unclear or ambiguous. Hopefully, this will make the review and approval process smoother and quicker too.
- Beach Committee: Plans for improvements to North Star Beach are in the final stages. Improvements include a larger BBQ area, additional picnic tables, a small restroom/storage structure, and an enlarged basketball court that can also be used for pickle ball. David George, the architect will attend the next Dover Shores HOA General Meeting on March 16 at 5:00 p.m. to answer questions from homeowners and from the Board.
The proposed Beach Rule changes were discussed at length, with all Board members participating and offering various options for boat use at our 3 beaches based on types of boats. Finally, the Board voted to further revise the rules to incorporate certain compromises as follows: Only non-motorized small watercraft/boards will be permitted to be launched from Larry’s Beach on the opposite side of the beach from the designated swim area, but will not be permitted to be docked on the sand or be in the swim area. Small motorized boats will now be permitted to be launched from Fisherman’s Beach upon payment of an annual launching fee, but will not be permitted to be stored there. No boats will be allowed at North Star Beach. The Board is expected to vote on the changes at the next HOA meeting.

DOVER SHORES SPECIAL BY-LAW ELECTION:
Adjourned until February 12, 2021.
Unfortunately, we did not have a quorum on January 19 for the special bylaws election because only 125 ballots had been returned. 50% is necessary for a quorum in our community of 310 member households. So, once again the necessary quorum dropped to 104 ballots (one-third of our households) and the election and counting of the ballots was adjourned until February 12, 2021.
So if you have not yet returned your ballot, please do so before February 12. Our association needs everyone’s involvement to be effective, and allows the Board to get the business of Dover Shores done. If you cannot locate your ballot and need another, please respond by email to this newsletter and we will get one to you.

Billing Statements The February billing statements are out! All owners should have received their billing statements by now, if you have not received your statement please contact our office.
NOTE: If you are paying by e-check or credit card (through the BHE Management website) please be aware of the following: 1. You will be hyperlinked to Paylease/Zego to make an electronic payment; these are 3rd party providers that allow us to offer this option. 2. Remember that all payments are due by the end of February, thank you!!
Drain Maintenance
As we enter the rainy season, please be mindful of your drains! With the age of the Dover Shores homes and landscape, it’s possible that your drains have become filled with roots which can cause stubborn puddling and damage plants and hardscape. If you haven’t had your yard drains roto-rootered in the past several years, this is a good time to do it!
Also bear in mind that no drainage or run-off should ever be directed onto the slope behind your home. Not only can this damage plants, but eventually can erode the stability of the slope! Should you find this condition at your home, please have the drainage re-routed right away. Thank you!
Architectural Improvements
Planning a project this Spring? Now is the right time to submit for architectural approval, to ensure that your plans are complete and approved prior to the planned commencement time for your construction. The Committee is meeting on the 2nd Thursday each month, so all submittals should be in during the 1st week of the month to avoid delays in review. Thank you!

DOVER SHORES IS LOOKING FOR SOMEONE TO PROVIDE BASIC REPAIR / IMPROVEMENT SERVICES
Just like many of you, Dover Shores also finds itself in need of a resource or two who can perform basic repairs and minor improvements, primarily for our beaches, as need arises. As a Homeowner Association however, Dover Shores needs someone who is licensed and bonded – not a qualification found with most handymen. If you know of any small company or person who fits that description that you could recommend, please let BHE know. This would enable us to move more quickly when issues are brought to our attention – and would most likely be a more economical alternative than using a construction company or other contractor. Keeping maintenance costs down is also a good way of keeping our dues from rising.
PLEASE PROVIDE YOUR EMAIL ADDRESSES:
Included with your HOA dues invoice was a separate sheet asking all homeowners to update their Emergency Information. Please return it! One of the most important pieces of information requested was your email address. If you provide your email address, you are not only saving the Association substantial expenses in copying and postage (and yes – saving trees), but ultimately, keeping Association costs and dues down if BHE can communicate with you by email when it is necessary. This Newsletter is only coming to you because you provided your email address in the past. So please pass the word – we still do not have many email addresses from our residents and would like to reach everyone.
CERT – NEIGHBORHOOD WATCH UPDATES:
COVID Update
Everyone is tired of the COVID. Everyone would like to get our economy and schools back to normal. The fastest way to do this is for EVERYONE to adhere to the protocols of staying home as much as possible and wearing masks when outside the house until the disease subsides. As long as some people refuse to perform these simple actions, they put everyone else at risk, even those already vaccinated (to a lesser degree).
Note that you are most likely to be infected by someone you know: a family member, a friend you walk with without wearing a mask, a co-worker, a member of your church. They likely won’t know they infected you since people are most contagious before they experience symptoms and many people never have symptoms yet are contagious to others.
Unless we follow the examples of countries have have successfully suppressed the disease by adhering to the protocols, everyone remains at risk and some people will die until we reach herd immunity through vaccination, now realistically estimated to be fall and potentially as late as 2022.
Getting Vaccinated
The second best way for you to avoid the disease is to get vaccinated. Easier said than done. We have started posting suggestions on how to obtain a COVID vaccination on the Dover Shores CERT web site on the page COVID Vaccinations in Orange County.
Neighborhood Watch
In our area, crime is up slightly (1.5%) versus 2019 but down 12.8% compared to 5-year averages. The good news is that residential burglaries are down 22% compared with 2019, presumably because people are staying home more. Recent burglary trends are hitting homes that are apparently empty such as homes staged for sale or even homes that are tented for fumigation.
Some bad news: garage burglaries are up 98% compared to last year. Of these, only 14% involve forced entry. The rest are entering the garage through an unlocked door. Bicycles are a favorite target.
Other crime trends: pick-pocketing is up in our area, primarily thefts from purses, often in grocery stores. Pick-pockets work in teams with one person to distract you and the other to rummage your purse. Always keep purses in sight and in front of you.
Another trend is theft of catalytic converters, mostly from Toyota Prius's.
KEEPING YOU POSTED ON JOHN WAYNE AIRPORT
- Commercial Airline passengers’ traffic at John Wayne Airport (JWA) decreased in 2020 as compared with 2019 by -64.4% as the airport served 3,794,850 compared to 2019 10,656,986.
- All commercial operations decreased by -48.6% in 2020 as compared with 2019 (46,370 vs 90,076).
- Health services provided by Hoag Hospital are now available at JWA, including Covid-19 Rapid Testing at Terminal B, as well as, complimentary Flu Vaccination and screenings.
- If you are traveling from JWA, you can pick up a free cloth face mask available at the Information Booth B, at the lower level.
- Please note the additional JWA essential travel information:
1. All parking structures remain open. 2. Pick-ups and drop-offs permitted. 3. Taxis are available. 4. Check health requirements with your airlines.
