We hope everyone had a wonderful Thanksgiving Day celebration with family and friends last week. On behalf of your Dover Shores HOA Board, we would also like to wish everyone in our community a very Happy Holiday season. So once again, here is the latest update about what is going on in our community.

ANNUAL MEEETING

The Dover Shores Annual HOA Meeting and Dinner was held on October 21, 2025 at Bluewater Grill. We had a great turnout this year – approximately 40 homeowners attended. President Tim Hawke gave us his Annual Report on the State of the “Neighborhood,” Jim Gula gave a summary of the Association’s finances, and Marla Hemmel from BHE also addressed the group and formally welcomed the winners of this year’s Dover Shores HOA Board of Directors Election: New Members Mario Montecitos and Jason Ward, and returning member Sherry Bilbeisi.

Our bi-monthly HOA meeting was held on November 18, 2025.

Now that the Board has appointed the Committee Chairs, the Chairs are forming the committee memberships. We are seeking members for some of the Committees which still have openings. All Committee members will be announced at the January 20, 2026 HOA meeting.

  • The Board reviewed the draft budget for 2026 regarding items reflecting improvement and maintenance needs for Dover Shores for the year 2026. After discussion between two proposals for the draft budget with respect to how much to raise dues to take care of items presented, the Board voted 7 to 1 to approve an increase in HOA dues for the coming year of 12% primarily to increase the line item costs for monitoring and improving security at Larry’s Beach, North Star Beach improvements and Architectural, bringing the annual dues for the hillside to $1,528.96 and the waterfront $2,952.32 annually.
  • In terms of the beach, the Board started exploring several possibilities for enhancing security at the beaches. This included new security cameras with AI voice talk capabilities (so they could message rules to beach goers), digitizing access to the beach with codes and accessed via phones, and more traditional standing security guards…or a combination. This will take a while to investigate in terms of effectiveness and costs, but the Board’s goal is to have improvements in place by next summer.
  • The Board was updated that the Swim Platform at Larry’s Beach will be removed in the next few days. This has been required by the Coastal Commission. Failure to remove it would have resulted in extremely large daily fines being assessed against our HOA. This was a wonderful community amenity and will be missed by many families.

The entire Dover Shores HOA Board would like to extend a huge thank you to Tim Hawke for the outstanding job he did as President of the Dover Shores HOA for the past 3 years. He worked relentlessly on every aspect of our community. He was, and still is, instrumental in overseeing the implementation of all necessary initial steps for the installation of utilities and other improvements at North Beach. He also sought to bring people together and find common ground instead of focusing on the negative. Tim’s leadership was all about finding solutions and communicating with our neighbors in a calm, respectful, and always honest way. So on behalf of all of us, thank you Tim!

At the November Board meeting, your newly elected Board of Directors seated itself – congratulations and thank you to our new Board President, Emily Leach, for agreeing to lead us!

The Board is focused on a positive, cohesive year ahead for the entire community, and is committed to continuing its efforts to improve the community!

For the beaches this summer, the Board is reviewing the possibility of a number of options to ensure everyone’s comfort – they are looking at cameras, virtual monitors, fob system, live guards, etc. If you are experiencing issues at or with the beaches, please let us know what you believe would be most helpful!

Please be reminded that our annual dues will be billed during January and due and payable February 1st; you can send in a check, pay online with an e-check or credit card, or have the Association debit your account through ACH. To use any electronic method you can go to dovershoreshoa.org and select “make a payment” to get started.

Home Burglary

We had our first home burglary in Dover Shores for this year when a house in the 1400 block of Galaxy was hit on October 23. While the victims were away, unknown suspects accessed the backyard of the property and shattered a first floor sliding glass door to get into the home. Inside, the suspects rummaged through drawers, closets and shelves throughout the house. At some point during the burglary, the alarm was activated. The suspects fled the scene by climbing the wall into a neighboring backyard where the home was under construction and then drove off in a getaway vehicle.

NBPD always recommends layers of protection including lights, cameras and an alarm system, particularly one with motion detectors in the master bedroom as thieves usually hit that room first. For more security tips and a checklist, visit the NBPD crime prevention page here.

Holiday Safety

Crime opportunities rise around the holidays. Try to schedule deliveries while you are home or have packages delivered to a locker. Never leave packages unattended in a vehicle while you are shopping, even in a trunk, as thieves may be watching as people put packages in their car before more shopping.

Proposed E-bike Ordinance

At its November 4 meeting, the Newport Beach City Council unanimously introduced a proposed ordinance designed to enhance safety for bicycle riders (including e-bikes), pedestrians and motorists. The proposal was developed by the City Council Bicycle Safety Working Group in response to increased e-bike activity and related concerns raised by residents, schools and public safety officials.

The ordinance is scheduled to return to the City Council December 9 for final approval. If approved, the ordinance would update Chapter 12.56 of the Newport Beach Municipal Code to include electric bicycles and other motorized devices within the City’s cycling regulations.

Key provisions of the ordinance include:

  • Expanded safety regulations that clearly define unsafe riding behaviors for bicycles and e-bikes.
  • Helmet requirements for all riders under age 18.
  • Enhanced enforcement tools for the Newport Beach Police Department, including discretionary impound for violations with release to a responsible adult.
  • A diversion option for minors, allowing citations to be dismissed upon completion of bicycle safety training.
  • An additional 23 miles of public sidewalks where bicycle riding is permitted. The additional sidewalks run alongside larger roadways that handle higher traffic volumes; no sidewalks that front residential areas are being added.

These updates are intended to improve safety, support education and responsible riding, and ensure our regulations reflect changing technology and riding practices.

If adopted, the new ordinance will take effect on January 9, 2026. Implementation will include updated signage and education to help riders understand the new rules. The City will continue to work with local schools and community partners to support outreach and training.
