Here is the latest update from the Dover Shores HOA Board about what has been going on in our community:
HOA MEETING – NOVEMBER 17, 2020:
FIRST, the Board welcomed our newest HOA Board member, Gail Jones.
- The Proposed Amended Beach Rules were discussed during the homeowners forum. It was decided to table further discussion until the next HOA meeting in January so the proposed changes could be provided in color and stand out more clearly. The main issue under discussion was whether or not to allow boats on the sand and swim area at Larry’s Beach and North Star Beach. This topic will again be addressed at the next HOA meeting, and as before, community input is welcome. After the Board approves the amended rules, they will then be circulated to the community for comment.
- The Proposed Amended Fisherman’s Beach Rules were also discussed and approved by the Board. The main changes were an increase in the yearly storage fee to $150, and an increase in the refundable key deposit to $250. If a key is not returned when the storage agreement is terminated, the deposit will be used to rekey the lock and distribute new keys. The Proposed Amended Rules will also be circulated to the community for comment.
- The Board also approved all improvements that had been discussed and previously approved by the Beach Committee. For North Star Beach, they include installation of swim lines, two new benches, and a new “Private Beach” sign facing the channel. At Larry’s Beach, the swim lines will be replaced and improved, and 3 buoys will be added just beyond the swim platform to more clearly mark the swim area. These improvements will create a safer swimming environment for our children.
- Our architect, David George, has provided the Beach Committee with a second draft proposed plan for major improvements at North Star Beach. The Beach Committee will be meeting with him in the near future to further finalize the proposed beach improvements so they can be presented to the Board hopefully this spring. We are all looking forward to a new, improved North Star Beach for the use and enjoyment of our community.
- The Board also approved a proposed Amendment to the By-Laws increasing the number of Board members back to 9 members from 7. As Dover Shores has several committees which require participation by one or more Board members, the increase to 9 will facilitate the smooth running the our HOA. The Board also approved another Amendment to the By-Laws, which would reduce the quorum requirements for the Annual Election from 51% to 33.4%. The Amendments will now be sent to all the members of our community for approval. So the Board requests that all homeowners please VOTE when you receive the Amendments by mail. We need everyone to participate so Dover Shores can continue to run smoothly and effectively.

While the new year may not bring the end to all of the stay-at-home orders, we continue planning, and are optimistic that we may be able to gather during 2021!
Your Board of Directors is planning for the Association’s new fiscal year which begins on February 1st, and has also finalized the new budget which will be sent out to all owners.
In January, you will receive your Annual Assessment billing – please remember that you will have a new account number to reference on your payment!
While many owners still prefer to mail in a check to pay their dues, please note that you can also pay online by e-check or Credit Card by going to BHEManagement.com and clicking on “Make a Payment”. Please note that if you choose to pay online, there is a convenience fee that is charged through Paylease/Zego.
On the upper right portion of your statement you will see a unique code – you may wish to save this, as you can use it in future months to look up your account online (again through BHEManagement.com, but this time go to “Account Access”) to ensure that your payment has been received in a timely fashion.

NEWS FROM TONY KHOURY, DOVER SHORES HOA PRESIDENT:
Legislative Update
As we are approaching the end of 2020, the California Assembly has passed AB 3182 covering Homeowners Association Rental or Leasing of Separate Interest effective January 1st, 2021.
In general terms AB 3182 allows associations to prohibit short-term rentals of 30 days or less, and to enforce a cap on rentals of no more than 25% of the units in the association. Otherwise, it appears no other restrictions on rentals are allowed as the new law would outlaw any restriction that prohibits, effectively prohibits, or unreasonably restricts HOA rentals.
However, this has minimal effect on our community as the Dover Shores Community Association Governing Documents do not prohibit rentals, either short-term or long-term, but do require that the CC&R’s shall apply with equal force and effect to a lessee’s use and occupancy of the premises. Additionally, the Civil Code also requires that any homeowners renting their property provide written notice to their HOA (through BHE Management) annually letting them know the tenant’s name, contact information and length of lease.
In July 2020, the Newport Beach City Council passed a new rental regulation that includes limits on how many people can stay in a short-term rental and a minimum age of 21 for renters. The City defines short-term lodging as the rental of a residential unit for a period of 30 days or less. The City also requires that any person renting a property for a short-term obtain a business license and a short term lodging permit from the City, which also has a list of municipal codes governing short-term rentals. Therefore, please be sure to follow up with the City of Newport Beach in the event you intend to lease your property for a short-term.

CERT – NEIGHBORHOOD WATCH UPDATES:
'Tis the season of package theft. Some things you can do:
- Install door-bell cameras, security cameras and good lighting. Useful but not sure-fire prevention.
- Track your package. Amazon, UPS and FedEx offer options for tracking your packages with text or email notification of when they are delivered or about to be. With a premium UPS my-choice account, you can reschedule deliveries.
- Deliver to a secure location. Deliveries to your workplace may not be available this year but there are alternatives. Amazon permits delivery to an Amazon Locker. UPS also has Lockers. UPS and FedEx allow shipments to shipping stores. A USPS PO Box can also be used.
- Choose curb-side pickup. All of the big-box stores such as Best Buy, Target, Home Depot and Walmart now offer curb-side or in-store pickup of items ordered on-line. Many local vendors will do the same. Find what you want on line and call your local store to see if they stock the item. South Coast Plaza now offers SCP 2 Go, a similar service for some stores and restaurants.
- Consider Amazon Key. Amazon Key is a service that permits Amazon delivery people to open a smart lock using a secret code and leave your package in a secure area. The lock doesn't have to be to your home. Amazon Key also can be used with garages, gates and autos.
- Require a signature. Most shippers offer a signature option. The downside is that if they deliver while you are not home, you will have to reschedule delivery. Alternatively you can sometimes add delivery instructions to your shipment to direct where around your house you want the delivery placed.
- Consider a lockbox or package guard. Several companies offer secure lock boxes that can be used to secure deliveries. Package Guard is a stand for packages that sets off an alarm if anyone removes a package without disabling the alarm.
- Hire someone to pick up your package from a store or locker. Task Rabbit is one company that offers such a service.
- Insure your shipment. This won't prevent a theft but will protect your investment. UPS and FedEx deliveries are automatically insured for up to $100. Additional coverage is available and some credit cards automatically offer additional coverage. Amazon Where's My Stuff allows you to file a claim for up to $2500 if you cannot find your delivery after 36 hours and their Amazon A-Z Guarantee offers similar protection for 3rd party sellers.
