Even though Fall is on the horizon, it still feels like summertime in Dover Shores. Here is the latest update from the Dover Shores HOA Board about what is going on in our community:
Attention - Fisherman's Beach Boat Storage Users
Your HOA Beach Committee and BHE Management are attempting to better organize the boat storage rack spaces so that each renter is only using one space, and fees have been paid for each occupied space. So if you are currently storing or have stored a boat/board at Fisherman’s Beach in the last 2 years, you will soon receive a letter from BHE Management informing you of the following:
- Renumbering of Spaces: within the next few weeks all 13 boat spaces will be renumbered to clearly and better mark where each space is located, which is between the support bars. Your boat will be staying in the same spot but you will be notified of the new space number.
- 2024 Sticker: While numerous stickers have been sent out, only a few DS-2024 stickers were visible. Please note the sticker must always be visible for association verification. If you have multiple vessels in a space, please make sure the sticker is visible on the top vessel.
- Payments: If you have not yet paid storage fees for 2024 and plan to keep your space, payment must be made within 15 days of this notice.
- Removal: If you have not paid for your 2024 registration fee and deposit (if applicable) and do not plan to, you must remove your vessel within 60 days, or it will be removed by Newport Harbormaster.
- Only one space is permitted per residence: If you are using more than one space, you must remove any vessels on spaces not allotted to you. It has been noted there are multiple vessels from the same residence using multiple spaces. If you are using more than the one space allotted to you, you must remove any of your vessels on other spaces within 60 days, or they will be removed by the Newport Harbormaster.
- Fee: As explained on the boat storage application, the fee for storage is $150.00 for one full year. The key used for entry at Fisherman’s Beach requires a deposit of $250.00 during the first year of renting. If you lose this key, or do not return it when ending your rental, the deposit submitted will be used to cover the cost of changing the lock, and will not be returned to you.
If you would like to store a boat at Fisherman’s Beach, please contact BHE Management to see if any spaces are available, or you may put your name on a wait list.

Architecture Committee
Are you considering a remodel or home improvement project that involves the exterior of your home? An Architectural/home improvement application is required for structural modifications and additions, removal and addition of walls, replacement of doors and windows, installation of fences and patio covers, tile/stone installation on entryways, installation of large trees, major landscape and hardscape changes, solar panel installation, patio refurbishment, new pools/spas/fountains, and installation of new A/C units or HVACs.
Homeowners must submit the architectural application (with plans and fees) to the Architecture Committee and receive approval PRIOR to the start of demolition re-modeling or new installation. Matching (like for like) replacement and repair modifications require an application but typically don’t require any fees or deposit monies. Fees and deposits are based on the level of complexity. If you are uncertain whether or not your project requires HOA approval, please contact BHE Management for clarification at (949)363-1963, email@bhemanagement.com.
Neglecting to get HOA approval for your project could result in the unnecessary expense of removing or altering work already done. The goal of the process is to protect views, ensure your plans comply with the architectural guidelines, and to maintain the aesthetic appearance of our community. Dover Shores HOA architectural approval is a separate required review and approval process in addition to the permitting and inspections required by the City of Newport Beach.

Landscape Committee - Save money on your water bill!
You can reduce your water bill by watering during the evening when there is less evaporation and more water gets to your plants. Save even more by replacing turf grass with drought resistant native plants. The Municipal Water District of Orange County offers rebates of $3/sq-ft of turf removed. Additional rebates are available for other water-saving measures like drip irrigation, smart timers, rotating nozzles and soil moisture sensors. See here for details. Note that Newport Beach has permanently banned watering between 9AM - 5PM which is a violation of the municipal code. Visit the Water Conservation page of the city web site for more information.
Social Committee

We are three quarters of the way through our summer season and feel the new catered barbecue format is successful. At the same time, we want to remind everyone the spirit of the barbecues is to eat at the beach and meet other neighbors! When people take large quantities of food to-go, or come with a large extended families it makes it hard to estimate the quantity of food to order.

Election Update
This year, we had brought forth the possibility of holding our elections by acclamation, whereby the candidates are simply confirmed by the Board as the future Board members. This is allowed by a newer civil code, however it can only be done when there are the same number (or fewer) candidates than there are seats!
Each year, we have 3 seats on our 9 member Board up for election; this year we had two (2) of the 3 Directors with expiring seats agree to re-run, and two (2) additional homeowners volunteer; with our 4 candidates, therefore we will be officially holding an election with ballots, etc.
The election will be held on October 14th at the office of the Inspectors, and will also be viewable by Zoom for any interested owners! We will then be holding our Annual Meeting and dinner on Tuesday, October 15th, 6PM at the Blue Water Grill. Please “save the date”.

CERT – Neighborhood Watch Updates:
Earthquakes
In early June, we experienced a swarm of small earthquakes whose epicenter was near Dover Shores. Fortunately, there was no damage from these quakes but they were a reminder that we live in earthquake country and, sooner or later, we will experience a big one. Seismologist Dr. Lucy Jones' book, The Big Ones reminds us that earthquakes are an inevitable natural event that turn into disasters when humans fail to prepare or respond inappropriately. One of the best ways you can prepare is to take the free CERT classes from the Newport Beach Fire Department. Sign up now for fall classes as they fill up quickly.
National Night Out
On Tuesday, August 6, 2024, from 4:00 p.m. to 7:00 p.m., the Newport Beach Police Department will be celebrating National Night Out! We invite you to join us for an evening in the park as we take part in this “annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie”. This event will be held at the Bonita Canyon Sports Park located at 1990 Ford Road Newport Beach, CA 92660.
