Summer in Dover Shores is in full swing! Our Tuesday Night BBQs have started up, and many of us have been enjoying our
neighborhood beaches. Your Dover Shores HOA Board has been working to make it all happen.
So here is the latest update about what is going on in our community:
DOVER SHORES HOA GENERAL MEETING July 19, 2022:
The Dover Shores bi-monthly HOA meeting was held July 19, 2022, again via Zoom. We are still looking for a location that would allow us to return to in-person meetings and would also allow us to have zoom meetings at the same time for those unable to attend in-person.
But in the meantime, here is a brief overview of what took place at our most recent Dover Shores Board Meeting:

Fun at the Beach - The Board discussed security issues and how to strike the right balance between the rights of all residents to use our beaches with the rights of adjacent neighbors. This means that everyone needs to keep the noise level reasonable, and that everyone should have fun at the beach in a way that is respectful of other beach users and nearby neighbors alike. The Board would like to remind everyone that no amplified music is allowed, and again no dogs are allowed. Also, if any resident would like to have a private beach party or get-together of more than 16 people, you need to make a reservation by contacting BHE Management and filling out a reservation form with the date and time. This also ensures we only have one reserved party at a time. Pending reservations are then posted on the bulletin board outside Larry’s Beach.

No trespassers - Although we have security cameras at Larry’s Beach, and an on-call security service, the Board would also like to remind everyone that if you witness an incident where you suspect that someone might be trespassing either on private property or Dover Shores beaches, or vandalizing property in any way, please call the Newport Beach Police Department to investigate – 949-644-3717. Also, for everyone’s safety, our beach gates are always to remain closed – both after entering and leaving. And if you happen to notice any of the beach gates open, could you please go ahead and close them. This not only deters trespassers but keeps our beaches safe, particularly if small children wander in. As the beaches belong to all of us, it’s a small thing everyone can do.

Re-keying the Beach Gates - The Board discussed whether it was time to re-key the gates at Larry’s Beach and North Star Beach. This has not been done for some time, and as many keys are out there, it might help with security to once again get keys into the hands of homeowners only. BHE is determining the cost, and the Board will vote next time on whether to re-key.

Summer Saturdays at Larry’s Beach - Board member Emily Leach reported that this new way to meet the neighbors and get the children together has been well attended by Dover Shores’ families. Everyone is encouraged to join in, pack a lunch and the sandtoys, and of course, bring the kids.

Tuesday Night Beach BBQs – the BBQs are ongoing through the end of August every Tuesday, 6:00 p.m. at Larry’s Beach. All residents are welcome, there is no cost, and no reservation is required. And it’s a great way to meet your neighbors whether or not you are new to the community. Without our host families volunteering, we could not do this. This year host families will be reimbursed up to $800 for food costs. Please submit your request for reimbursement and copies of receipts to BHE Management.

Fiesta Party – Dover Shores will have our traditional End of Summer Fiesta Party once again this year on the first Sunday after Labor Day, which this year will be September 11, Larry’s Beach at 5:00 p.m. Please mark your calendars and bring the family - Mariachis, margaritas, and great Mexican food!

Fisherman’s Beach – All the storage spaces on the new boat rack have been filled. If you would like a spot, please call BHE Management and they can add your name to the wait list. As a reminder, these are storage spots for non-motorized boards and boards of a certain maximum size, which is fully described in our Fisherman’s Beach Rules. These can be found on our website: dovershoreshoa.org, or by calling BHE.

North Star Beach – Board member Tim Hawke updated the Board on the progress made on getting an estimate for the improvement of North Star Beach. Hopefully, the Board will have a final estimate with revised plans within the next 2 months. If so, we could possibly have a Homeowners Forum at the Annual Meeting to discuss the plans and answer questions.
NEXT DOVER SHORES HOA GENERAL MEETING: September 20, 2022 5:00 p.m. – A Notice with a zoom link will be sent by email prior to the meeting.

How blessed we all are to live at the Coast during this beautiful time of year! Whether you are a fan of the sunshine, or the early morning cool breezes, we are enjoying plenty of both! We hope that everyone is enjoying the community’s Tuesday evening summer barbecues and Family Saturdays.
Also rapidly approaching as we move into Fall is the Dover Shores Annual Election! Our election this year is scheduled for October 18, 2022, and we will have three (3) seats up for Election. The election ballots will be mailed out in September, and the newer “60 day Notice” will be sent out in August! The 60 day notice advises all owners of the candidates that will be appearing on this year’s ballot. During July, we sent to all owners a “Call for Candidates”, that gives each homeowner on Title the opportunity to run for the Board of Directors. If you missed the mailing, or would like an extra copy, please let us know!

A MESSAGE FROM SHERRY BILBEISI, HOA PRESIDENT:
Now that the subject of our Annual Election has come up, it’s also time to remind everyone that the Dover Shores Annual Meeting is the same day as our Annual Election – October 18, 2022. Everyone will receive notice of time and place with their ballots. It’s a great time to get together one more time with your friends and neighbors, so please try to come. Also, please seriously consider running for the Dover Shores Board of Directors. It’s a three-year term, we have 9 directors with 3 seats up for election each year, and the Board meets only bi-monthly, with meetings lasting about 2 hours. The work of the Board is done primarily by our committees, which are Beach, Landscape, Architecture, Social, Legal, Dredging, Welcome, Communications and CERT. Even if you are not on the Board, you can be part of a committee, and everyone is encouraged to do so. At our HOA Board meetings, most of our business consists of going over committee issues, deciding how our HOA dues are best used, and doing, as best we can, what needs to be done to improve our HOA.
So please think about it. If you have any questions about the Board, please email me by responding to this Newsletter, and I will be happy to answer any questions. AND please remember, the deadline for returning the Declaration of Candidacy is AUGUST 11. If you do not return your candidacy form by August 11, your name cannot appear on the ballot. So if you have not received the form, or cannot find it, and would like to run for the Board, please contact BHE so they can send you another copy before the deadline.
And one last request. PLEASE VOTE. Almost every year we have trouble getting enough ballots returned so that we can have a quorum and count the vote. This is your community so even if you cannot serve on the Board, please vote and return your ballot when it comes. If we don’t have a Board then none of the work described in this Newsletter can get done. So we really do need everyone to participate in this very small but important way – just return your ballot.

CERT – NEIGHBORHOOD WATCH UPDATES:
Residential Burlaries
Crime prevention specialist Sara Verschueren from the NBPD and Lieutenant Michael Schiavi, who is in charge of our part of Newport, will visit our August 9 BBQ at 6:30PM to answer your concerns about the recent rash of burglaries in Newport. Sara recently shared the following info:
- Residential burglaries were up 100% compared to last June, and up 53.8% compared to the average of the last 5 Junes.
- Summer is a common time of year for home burglars to operate because they know residents often go on vacation this time of year. As we know, burglars tend to target houses they believe are empty.
- If you are going out to town, please be sure to make sure you have a solid home security plan before you head out the door. Keep the following in mind when making your plan:
- Ask your neighbors to keep an eye on your home while you’re away & offer to do the same for them.
- Don’t advertise that your home is empty. Be mindful of the outgoing message on your voicemail/answering machine, public social media posts, etc.
- Take steps to make your home look “lived in”. Use timers so that lights, radios, and televisions go on and off throughout the house, to give the appearance that someone is home.
- Have a neighbor or friend pick up mail, packages, and newspapers.
- Continue your gardening service or have a neighbor maintain your lawn in your absence.
- Install and use good locks on all windows and doors.
- Never leave a house key under a doormat, in a flowerpot, or on the ledge of a door. These are the first places that a burglar will look.
- Don’t forget about home security during your daily activities too! Even when you just run to the store, take the dog for a walk or go out to dinner, make sure you secure all your doors and windows and set your alarm.

Ring Neighbors App
NBPD has joined Neighbors in our efforts to connect with residents and improve the safety of our communities. Neighbors is a free app designed to help communities connect and stay informed about what’s going on around them – whether they own a Ring device or not. Neighbors allows you, the user, to share photos, videos and information related to local crime and safety incidents so fellow residents can stay informed. NBPD can view what local residents have posted publicly to Neighbors and can now chime-in with relevant updates or safety alerts to help residents stay informed. You do not need a Ring device to join Neighbors. Anyone with a smartphone can download the Neighbors App in order to receive updates and have the option to post photos or videos from any device.
Feel free to spread the word and make sure to always report suspicious activity in progress to NBPD at 949-644-3717 and emergency situations to 9-1-1.

We’ve been spared, so far, the worst of the heat that the rest of the country has been experiencing but the Santa Ana’s are likely heading for us in the coming months. Take care of yourself and your pets. Learn more at heat.gov
