As we move into August, here is the latest update from the Dover Shores HOA Board about what is going on in our community:
DOVER SHORES HOA GENERAL MEETING: JULY 20, 2021
The Dover Shores’ bi-monthly HOA meeting was held July 20 via Zoom. A lot of business was covered. Here are some of the highlights:
- The Board discussed revising the Dover Shores fine schedule to include Landscape Violations with Architectural Violations.
- The Board also discussed hiring an on-call security firm to come out and handle persons on the Beach violating beach rules when there are resident complaints of egregious situations. BHE will get quotes from security firms to help the Board determine the various options.
- BHE will continue obtaining bids for the major improvements planned at North Star Beach and update the HOA at the next meeting.
- BHE will also contact the City of Newport Beach, which has been delegated the local coastal plan, to see what options the HOA has to install fencing to keep trespassers from coming onto Fisherman’s Beach from the adjacent public beach.
- Smart Controllers will be installed as a 60 day test on Santiago so the Board can determine how well they work, and if they should be installed on all HOA maintained landscaped areas.
THE NEXT HOA MEETING WILL BE HELD ON TUESDAY, SEPTEMBER 21, 2021 AT 5:00 p.m. Details on location or zoom link will be sent next month.
UPDATE ON TUESDAY NIGHT BEACH BARBEQUES:
MANY THANKS TO OUR SOCIAL CHAIR AND OUR BBQ HOSTS!
Our first Summer Barbeque was held on July 13, 6:00 P.M. at Larry’s Beach. It was a great success and very well attended. Tate Luesebrink (our Social Chair) and his wife Colette, hosted a real Taco Tuesday. Our next BBQ on July 20 was hosted by Geraldine & Michael Schlutz & Wendy & Robert Woo, with great food from Sessions Deli. On July 27 it was the turn of the Dover Shores HOA Board to host, and they provided Mediterranean food from Panini. Sue Ashwill, Sherry Bilbeisi, Joan Lutz, and Mike Talbott were on hand to help set-up and serve the food along with our wonderful Beach Attendants, Scott and Ty.
Thanks to our Dover Shores Host Families stepping up, we will be able to continue our Tuesday Night BBQs all through the month of August as follows:
August 3, August 10, August 17, August 24, and August 31.
After last year, everyone is especially ready to have a good time, and happy to see friends and neighbors again. So please join us at 6:00PM on Tuesdays!
BEACH REMINDERS
It seems another reminder or two is needed in view of recent complaints – SO please remember:
- NO DOGS are allowed on any of our Dover Shores Beaches, whether leashed or unleashed. It doesn’t matter if someone else is doing it. If so, they are violating the rules so please don’t follow their example.
- Please also remember, no amplified music is allowed on the beaches in consideration of nearby neighbors.

AN UPDATE FROM SHERRY BILBEISI, HOA PRESIDENT:
SPEED “CUSHIONS” - AKA “TRAFFIC CALMING MEASURES” – HAVE ARRIVED
Some of our Dover Shores homes recently received notice from the City of Newport Beach that speed “cushions” (or what is normally referred to as speed bumps) would soon be installed on certain streets. At this point, the work is in progress and finished at some locations.
As some of our residents have been asking how this decision was made, I decided to do some investigating. This was not a matter initiated or decided upon by the Dover Shores HOA. Instead, the City considered it a community issue, so to the extent notice to residents was given, it was through the City of Newport Beach. Here’s what I found on the history of this decision:
I spoke with Adrian Rodriguez, City Project Manager, who told me this all began in November 2018 when the Mariners/Dover Shores Traffic Calming Study was done in our entire neighborhood. It was very comprehensive and long, and finally completed and then published by the City of Newport Beach in October 23, 2019. More information is available on the city web site under public works/transportation.
The study was authorized as a result of ongoing speeding and other violations going on for a number of years, which generated numerous resident complaints. The study outlined and recommended some proposed solutions including the speed “cushions.” These are made of rubber instead of concrete, and easy to install so not quite the bump. Along the way, the City held town hall meetings to which Dover Shores and Mariners residents were invited.
Everything stalled during Covid, but on January 12, 2021 [video, minutes] the City Council voted to approve installation of speed cushions in certain areas, which was stated in the study to effectively reduce speed more than other alternatives. It included 103 letters from residents in our area overwhelmingly wanting the speed issue to be addressed.
The study found Santiago to be a particular problem with respect to speed, but apparently Galaxy did not fit the criteria needed to trigger the same traffic calming measures. I pointed out to Mr. Rodrigues that it’s likely some drivers will bypass the speed cushions by using Galaxy as an alternate route. He told me they would monitor the situation.
So that’s how we got to where we are today. This is the news in a nutshell, so please go to the City’s website for more detailed information. There are hundreds of pages showing how the study was conducted, and how and why the decision was made to install the speed cushions. So now I guess we will all be thinking about slowing down a little more often.

Upcoming Board Elections
Our annual election this year will be held on October 19, 2021 for the purpose of electing three (3) members to the Board of Directors for a three (3) year term!
Due to changes in Civil Code requirement, the call for candidates is sent out at least ninety (90) days before the election, and then a “pre-election notice” is sent out at least 60 days prior to the election (which is a full month before the ballots are sent out!). Civil Code requires that only those members who are included on the “pre-election notice” as candidates can be printed onto the ballots themselves.
Why are we telling you all of this??
This year, we have three Board openings, but because only ONE CANDIDATE returned a Candidacy Statement before the July 8 deadline only ONE CANDIDATE that will appear on the ballot itself. Other owners can, however, declare themselves as write-in candidates before or even at the Annual Election meeting. Their names can be written in by supporters in the Community, and they can be voted onto the Board.
Therefore, this year it will be especially relevant and important to personally attend the Election meeting to hear from the candidates and cast your ballots.
Please watch the mail for your ballot which will be sent out mid-September! If you are placing all your votes for the single candidate, and/or if you are unable to attend the election in person, please send it back as soon as possible to ensure we have a quorum. If you definitely plan to attend, however, you may wish to hold off in casting your ballot until you know who all of the candidates will be!

Note that you or someone you are with may become confused while experiencing heat illness and not recognize they are in distress. Avoid problems before they start. More information is available on the CDC web site.
