Dover Shores News - April
Dover Shores News, April 1, 2025
Spring is here. No fool'n.
Summer BBQ Update
YES - Our popular summertime Dover Shores dinner nights will continue this summer!
Once again, we plan on having 4 nights - 2 in July and 2 in August - fully catered. So no one has to volunteer to host. Details and dates are still being worked out and will be confirmed in our June 1 Newsletter.
So plan on coming! We are all looking forward to another wonderful summer at our Dover Shores Beaches!
Fisherman's Beach Storage Spots
We have 2 spots open for storage of small non-motorized watercraft (maximum length 18 feet) at Fisherman’s Beach! This is a rarity. So if you are interested, an application and further details can be found at our website at dovershoreshoa.org. You can also call BHE at 949-363-1963.
Beach Reminders
Now that summer is around the corner, we want everyone to enjoy our our 2 neighborhood beaches: Larry’s Beach and North Star Beach. So that everyone can have a good time while they are there, just a few reminders:
Please:
- Do not give or lend your beach key to anyone outside your household. A Dover Shores resident must always accompany any non-resident invited guest and stay at the beach the entire time with the guest(s).
- If you are inviting more than 16 people to the beach for an event or party, you must make a reservation by emailing the reservation form to BHE Management at ap@bhemanagement.com. Available dates are shown on our Beach Reservation Calendar.
- Please be considerate of others using the beach and of our beach neighbors. No amplified music is allowed, and please have fun but try to keep the noise to a reasonable level.
- Unfortunately, violations of these rules may result in loss of beach privileges and/or fines.
- LASTLY, REMEMBER THERE ARE NO LIFEGUARDS AT OUR BEACHES. SWIM AT YOUR OWN RISK AND WATCH YOUR CHILDREN AT ALL TIMES. THEY ARE YOUR RESPONSIBILITY!
Slide for Larry’s Beach?
The Dover Shores HOA Board is considering installing a slide on the swim platform at Larry's Beach and will review comments from residents prior to deciding.
Q: Why are we considering a slide?
A: Currently we are one of the few beach communities without one. Bayshores, Lido, and Cherry Lake have had a slide on their swim platforms for decades. Many new residents and families have moved into the neighborhood and have voiced support for adding amenities to our beaches.
Q: Won't our insurance premiums go up?
A: We have already looked into this with our insurance carrier and there will be no increase.
Q: How much will it cost?
A: Estimates suggest the slide and installation will cost $4000-$7000.
Q: What kind of slide?
A: The board is still evaluating options but it would be similar to the look and feel of the other slides in beach communities.
Some board members are concerned that this slide will increase risks to our children and expose the Association to liability. We welcome your feedback. To submit your input, click on the image below to bring up the form:
Welcome Committee
We would like to extend a warm welcome to these homeowners who moved into our neighborhood in recent months:

Architecture Committee
Did you know that solar panels and other changes to your rooftop require submitting an application with neighbor awareness notification to the Architectural Committee for approval? California law allows HOA associations to set reasonable restrictions, but cannot prohibit installation of solar panels. HOAs can have input on where on the roof panels may be installed, provided that these restrictions do not prevent the effective use of solar panels or significantly increase installation costs. Adjustments might include requiring a type of solar panel that blends into the roof, setting standards for wiring to minimize visual impact or requiring the connection panels be screened from view.
Other rooftop improvements such as placement of air conditioner units or mechanical units must also be approved by the Architectural Committee before installation. These items must be screened or concealed with a color that blends with the roof. Re-roofing with similar colors and materials requires submitting an application (no fee/no deposit). The Architectural Committee reviews the plans to ensure maintaining aesthetics and views.
If you have any questions, please contact BHE management (949) 363-1963. A link to the Architectural Committee application can be found here.
A Message from BHE Management Corporation:
End of 1st Quarter Finances
As the Association’s fiscal year end is January, April will mark the end of our first quarter. As of this writing, well over 90% of the owners have submitted their dues, nicely done! Collecting the dues just once a year allows the Association to invest the funds prior to their usage, affording additional income to the Association. Coupled with the reserve funds, our interest income last year topped $94,000.00 which helps the Association to keep the dues low (our dues vary, but the highest dues are just $204.33/month, and the lowest are $115.25/month). If you own a home in another community, or even talk with your friends, you know that this is extremely reasonable in comparison to other communities!
Hard Working Volunteers
Part of the reason that the dues are so reasonable are your hard working volunteers! In addition to a dedicated Board of Directors, the community is served by many active committees – Finance, Landscape, Architectural, Beaches, and Welcome Committee just to name a few! If you make it out to one of the Summer barbecues – which we highly recommend – you may want to take the opportunity to give a “thank you” to your fellow neighbors who are contributing time to ensuring that Dover Shores remains a wonderful place to live!
Please feel free to contact us, we are here to serve you!

CERT / Neighborhood Watch Updates
AED at Larry's Beach
We replaced the AED (automatic external defibrillator) located in the bathroom at Larry's Beach as the old one was out of warranty. An AED can help restart someone's heart as part of CPR. It's easy to use: call 911, then remove from the case, push the green button and follow the device's audio instructions. There is a 3-minute video on how to use it here. The regular adult pads can be used on children but in the cabinet we have some additional pads that work better on children. You can get some hands-on training for using AEDs during the CERT classes.
Bike Registration
As warmer months approach, bike thefts, especially in beach communities, may increase, with electric bikes becoming common targets. Bike owners are encouraged to register their bikes for free at Project529.com/newportbeach (it only takes five minutes!).
Registration offers two key benefits:
- It helps police verify stolen bikes.
- It aids in returning the bike to its rightful owner.
Additional tips for preventing bike theft include:
- Using a high-quality lock, as cable locks are easily cut.
- Ensuring the lock is used properly.
- Securing bikes to fixed objects, ideally in a locked garage or storage area.
- Never leaving bikes outside overnight, even on patios.
Residential Burglaries
On March 22, there was a residential burglary on Berkshire Lane, near Dover Shores. This burglary was unusual in that it happened while the residents were in the house, asleep. Details are available here at Newport Notified. This type of burglary is rare but something similar happened to us back in 1996. It was very disturbing, particularly as we had small children in the house at the time. Ever since then, we have enabled our alarm system to "stay" mode (doors and windows armed, motion sensors off) when we go to bed and disarm in the morning.
