Happy Spring to all our Dover Shores Neighbors! Here is the latest update from the Dover Shores HOA Board about what is going on in our community as we roll into April:
DOVER SHORES HOA GENERAL MEETING March 15, 2022:
The Dover Shores bi-monthly HOA meeting was held March 15, 2022, again via Zoom. We are hoping to return to in-person meetings soon at a location that will give us the capability of also having hybrid meetings. This would enable us to combine in-person with Zoom so that those members of the community not wishing to attend in person can continue to connect to the meeting with Zoom. If you know of, or have access to, a meeting room that would allow us to do so, please contact us by responding to this newsletter via email.
At the HOA meeting, the Board also discussed many items relating to the ongoing business of the committees including the following:

Committee Members - The committee chairs submitted a roster of members for their respective committees for 2022. The Board appreciates the commitment to our community of all our volunteers. Committee members are listed at the bottom of this Newsletter with each publication.

Security Cameras - The Beach Committee is moving forward with obtaining estimates and plans for installing security cameras at Larry’s Beach, which is our only beach with electrical power. This will also require a Wi-Fi connection. In time, security cameras may be installed at our other two beaches as well but having them in place at Larry’s Beach is a good start and a necessary deterrent for ongoing unauthorized use of this beach.

Fisherman’s Beach – New locks have been installed at Fisherman’s Beach. Also, plans have been approved to install a new 5 boat rack at this beach in addition to the existing 10 boat rack. This will enable us to provide storage space to several residents on the wait list. We expect this work to begin shortly.

North Star Beach – The Board discussed a more organized and productive approach for moving improvement plans forward. A more cost-efficient step-by-step process will be used to obtain engineering reports regarding topography, soil, power, water and sewers. A budgeted amount was approved to enable this next stage of planning to move forward. This will then allow the Board to obtain an accurate estimate of construction costs for the total project, which can then be submitted to the community for approval.

Architecture – The Board also reviewed and approved correspondence created by the Architecture Committee to be sent to owners who commence work without submitting plan applications for approval and are not in compliance with Architectural Procedures.

Landscape - The Board approved installation of smart controllers throughout Dover Shores following a successful test run. (See full report below from Landscape Committee Chair Sue Ashwill).
LANDSCAPE COMMITTEE NEWS:
Last September 2021, the Board approved the installation of a new smart controller system to just one slope on Galaxy Drive to see if it would be cost effective to install the same irrigation system to all other slopes throughout our community. Water usage in that section of the slope was then monitored for a period of six months. At the end of the study, it was determined that the installation of a smart controller not only provided optimal water usage in that area (indicating that it was doing exactly what it was intended to do), but it also showed a savings of almost 60,000 gallons of water in that one section of slope during the six month period.
Because of the favorable results of the smart controller study, at the March 15th HOA meeting, the Board approved the expenditure to install the smart controller systems in all of the remaining slope areas throughout our Dover Shores community. Over time, once the initial investment has been recouped, Dover Shores will continue to experience a substantial savings on water usage throughout the community for many years to come.
WELCOME TO OUR NEWEST BOARD MEMBER:
At the Board Meeting, candidate EMILY LEACH was voted on and approved to be part the Dover Shores HOA Board. She fills the seat left vacant since last October due to the passing of Joan Lutz and will serve out the rest of that term through Oct. 2023. Even before submitting her candidacy statement, Emily, a mother of 2 young children, reached out to let us know she would like to be involved in bringing back the children’s holiday parties at the beach, so she now fills that opening on the Social Committee.
Here is Emily’s Candidacy Statement: “We moved to Dover Shores last year having lived around Newport prior. My husband and I are both transplants, but we have loved the welcoming, community feel of Dover Shores and are hoping to make this our home for decades to come. I’m now a stay-at-home mom and hope to use this opportunity to better the community in the coming years.”
We are very happy to have Emily join the Dover Shores HOA Board! It serves our community best when our Board is comprised of residents from all age groups, all life experiences, and all corners of Dover Shores.

A MESSAGE FROM SHERRY BILBEISI, HOA PRESIDENT:
With the return of daylight savings time and the first day of spring already behind us, we can all look forward to seeing more of each other as we move towards summer. So, it’s not too early to confirm we will be having our Tuesday Night Beach BBQs once again at Larry’s Beach starting in July.
WE NEED HOST FAMILIES FOR OUR BBQS:
Thank you to Board member Tate Luesebrink for volunteering again to chair that part of the Social Committee! It’s also not too early to think about volunteering to be the hosts of one of our Tuesday night dinners. You can join with one or more families too. Once again, the hosts each week will be reimbursed up to $700 to spend towards food expenses. We will be starting up the week after July 4th so the Tuesday dates this year are July 12, 19, 26, and August 2, 9, 16, 23, and 30 – 8 weeks of neighborhood get-togethers. If you have volunteered before, we encourage you to please do so again this year. And if you haven’t, it would be great if you could help out just one week. And now’s the best time to pick a date that works best for you while it’s still available. So, if you would like to volunteer to be a host family, please just reply back to this Newsletter. Without our host family volunteers we cannot continue our Tuesday Night Beach BBQ tradition, so please help out if you can. The Luesebrink Family has already volunteered and will be hosting July 12.
THANK YOU TO ALL OUR COMMITTEE VOLUNTEERS
I also want to take this chance once again to thank everyone who stepped up and volunteered to serve on one of our Dover Shores HOA Committees. These wonderful friends and neighbors are listed at the end of this Newsletter. Our committees are vital to the ability of our community to run smoothly because they are how most of the work of the HOA gets done. Our Board only meets every other month to go over the work of the Committees. Without their commitment to Dover Shores, improvement and maintenance of our beaches, preservation of common area landscaping, oversight of architectural standards, and even publication of this newsletter could not happen. So, if you are interested in serving on one of our committees, which we encourage everyone to do at some point, please let us know. We would be happy to have you join us.
WE STILL NEED BEACH ATTENDANTS
We are still looking for beach attendants to be on-call all year, especially during the summer, so we are repeating our request from our last newsletter. Although the HOA is not required to provide a beach attendant for reserved groups, or at any time, we will try to provide one whenever possible. So please pass this job description along to anyone you know who meets the qualifications and might be interested:

Current certifications in the following:
- American Red Cross Lifeguard Training/First Aid.
- American Red Cross CPR for the Professional Rescuer.
PREFERRED KNOWLEDGE AND SKILLS:
- Knowledge and application of lifeguard and rescue techniques, patron surveillance and emergency preparation.
- An understanding of the facility characteristics, rules, regulations, policies and procedures.
- Leadership, communication and public relation skills.
COMPENSATION
The pay is subject to experience and qualifications, and is paid bi-monthly (with standard payroll deduction).

We recently approved the addition of another boat storage rack for Fisherman’s; please be reminded that the locks have been changed and while we currently have a waiting list, we look forward to our expanded storage abilities.
The Board also approved the concept of adding cameras near the barbecues to improve our ability to keep our beach areas private, and to provide quiet nighttime hours for surrounding neighbors.
Finally, please join us in giving a warm welcome to Emily Leach, who was appointed to the Board in March to fill the open position.

CERT – NEIGHBORHOOD WATCH UPDATES:
Home hazards - injuries from falls are a leading cause of death, particularly among the young and the old. The CDC reports that falls among adults 65 and older caused 34,000 deaths in 2019. Reducing the risk of falls involves a mix of things we each can do for ourselves and things we can do to make our homes safer. Things that we for ourselves include strength and balance training, proper footware (be careful of flipflops), vision checks and getting checked for postural hypotension. Things we can do to make our homes safer include getting rid of trip hazards, adding grab bars, and making sure we have proper lighting and handrails on all staircases. The CDC has a checklist for home safety.
Twice we have had visitors fall on a front step that was well lighted but still hard to see so we added caution tape and LED strip lights to make it more visible:
