As we move into fall, here is the latest update from the Dover Shores HOA Board about our community:
DOVER SHORES ELECTION – PLEASE VOTE
By now every member of the Dover Shores HOA should have received an official ballot in the mail, and notice of our Annual Meeting on October 20, 2020. One Board seat is open for this year’s election so please return your ballot marking one candidate of your choice. In order for the election to have a quorum, 156 ballots must be received by October 20. This is your community – please participate by voting.
A Meet the Candidates Zoom Event was held Monday, September 21. To remind everyone of our three candidates and their qualifications, here are the Candidate Statements in their own words:
Gail Jones:
I have been a resident of Dover Shores for over 30 years, so my husband and I felt it was a good time for me to give back to our wonderful community. I work in construction and property management and have a lot of experience working with people. I would enjoy serving on the Board, and helping to improve our neighborhood.
Joan K. Lutz:
Fifteen years of management experience at McDonnell – Douglas. Ten years of financial planning experience at various local banks. I was the neighborhood watch captain on Shipway Lane. I ran the vote center on Dover Drive in March. I enjoy ongoing projects and uniting people.
David Price:
As one of the newest residents in Dover Shores (having only moved from the Sacramento region within the past month – although my wife and I have had a second home in Newport Beach for several years), I look to bring a fresh perspective to the community association. I have been a real estate lawyer for more than forty years and in that capacity have represented scores of real estate brokers and numerous property managers; and I have worked extensively in construction and construction defect litigation. I am familiar with the myriad of concerns which arise in the management of residential associations. I also served for six years on the Board of directors for a regional hospital and trauma center, a time frame in which that hospital built a completely new campus. I am therefore also experienced in finance and planning aspects of private enterprises. (I also served on little league and youth soccer boards and coached those sports for some nine years, but that seems like a lifetime ago.) I look forward to the opportunity to learn more about Dover Shores and the issues and concerns important to its residents.

DOVER SHORES HOA BOARD MEETING SEPTEMBER 15, 2020:
The Dover Shores bi-monthly HOA meeting was held September 15, 2020 via Zoom. Again, every homeowner is invited to attend the General Meetings and participate during the Homeowners Forum by voicing concerns or asking questions about any issue in our community. The Committees updated the Board on matters relevant to the community:
Beach Committee:
Fisherman’s Beach: The Revised Rules for Fisherman’s Beach are being finalized. Improvements are being planned for the boat racks, including the addition of clearly visible space numbers. Some boats were removed prior to August 31, 2020 in response to our Notice of Removal of any boats on which the annual fee had not been paid. It is anticipated additional spaces will be available to accommodate persons on the waiting list. If you are interested, please contact our property management company BHE at 949-363-1963 and ask for Lisa Parra, our community manager, or her assistant, Melissa Mora.
Larry’s Beach and North Star Beach: The Beach Rules for our two children’s swim beaches are also being revised. The remaining issue at this point is whether or not boats will be allowed on those beaches. The matter will be on the agenda and discussed again at the November meeting, with a vote being taken by the Board at that time.
After the Revised Rules for both beaches are finalized and approved, they will then be circulated to the community for comment.
Committee Charters:
The Charter for the Communications Committee was approved. A vote on the remaining Committee Charters will likely take place at the November meeting. This will pave the way for the responsibilities of each committee to be clearly described in the December Newsletter. It is the Board’s goal to encourage more of our residents to volunteer to serve on one of our Dover Shores’ committees. It is a great way to be involved in your community and to get to know your neighbors.

On behalf of myself and the Dover Shores Community, I would like to extend our thanks and appreciation to our three departing Board members Julie Patterson, Dan Converse and Jim Rosenquist for their many years of excellent service to our community. We wish them the best in their future endeavors and hope they will continue to be involved by serving on one of our Dover Shores’ committees.
JUST ANOTHER REMINDER: VOTE.
Most likely by now you have received your ballot for the upcoming Board election and the invitation to attend the Annual Meeting, which will be held on October 20, 2020 at 6:00 pm. This year the Board voted to conduct the meeting virtually to minimize personal contact and to ensure that everyone will remain safe and healthy.
When we changed our property management company this year, a document surfaced showing there had been an amendment to the By-Laws reducing the number on the Board of directors from eleven (11) to seven (7). This had been approved during the Annual Meeting on October 25, 1995. Although an amendment subsequently was made by the Board to increase the number of Board members to nine (9), it was discovered this amendment was never approved by the entire membership. Therefore, at this point in time going forward, we will have 7 members on the Dover Shores Board of Directors.
This means this election has one open seat for the Board and three excellent candidates: Gail Jones, Joan K Lutz and David Price. Their candidate statements can be found above in this Newsletter, and are also included with the mailed ballots.

Fall is upon us! Please be sure to check your irrigation to ensure that you are not running precious water down the gutter! This is also a great time to start considering your tree trimming for the health of your trees, to prevent falling limbs, and to be sure that you are not encroaching into your neighbor’s yard – or their view! We are sorry that this year’s Halloween Costume Parade has to be cancelled.

CERT – NEIGHBORHOOD WATCH UPDATES:
A quick noted from the NBPD: car and garage burglaries and bike thefts continue at high rates so keep your valuables locked!
Password Security
Just as it is important to lock up your physical assets, it is perhaps more important to protect your digital assets such as financial accounts. There are many aspects to protecting on-line accounts but one key factor is to use good password practices:

Every account that you care to protect must have a unique password. If you reuse the same password on many accounts, you are virtually certain to be compromised.

Despite what you might have read about special characters and the like, the most important property of a good password is simply its length. Good passwords must have at least 12 characters. Each additional character makes your password 50 - 100 times more difficult to crack so the longer the better.

For your most sensitive accounts use 2-factor authentication if it is available. This means entering an extra code for your login that you receive via a text message or from a phone app. Unfortunately most banks don't offer true 2-factor on consumer accounts though many now use a weaker form such as a text message code if they are suspicious of the login. Financial institutions such as Fidelity and Charles Schwab do off 2-factor but you have to ask to have it enabled.

Don't ever enter a password into a web site that you accessed via an email link. Always go to the site starting from your browser, preferably with a bookmark that you created. And, of course, never, ever, give your password to someone who calls you on the phone, no matter how plausible they sound. If you need to contact a company, make sure you initiate the call using their public phone number.
If you follow practices 1 and 2, you won't be able to remember all your passwords so you'll need a way to record them, either in a physical record like a notebook or using a password manager, letting your browser remember them for you, or storing them in an encrypted file. If you use a password manager like LastPass or Dashlane, be aware that you are entrusting all your secrets to a small company that you know almost nothing about. What if they are hacked? If you use physical storage like a notebook, what would you do if your house burns down? If you let the browser remember your passwords, you are very vulnerable if your PC is stolen. I personally store my passwords in an obscure Microsoft Word file that is encrypted with a very long password and keep a copy of this file on my phone and in an online service such as DropBox. I trust Microsoft's encryption algorithm but I don't trust any company to store my passwords for me.
