Developers File Plans to Turn Vacant 150 Hayes Office Block Into 104 Apartments

Emerald Fund and SDG filed permits in early August to gut the 1968 six-story building one block from City Hall and add housing — one of the only office-to-residential conversions to reach the permit stage in San Francisco.

Developers Marc Babsin of Emerald Fund and Jack Sylvan of SDG filed building permits in early August 2026 to convert 150 Hayes Street — a vacant six-story office building in the Civic Center area — into 104 apartments. The project, reported by the SF Standard on August 10 and followed by permit filings confirmed by SF YIMBY, would add a seventh floor and replace the building's dated green-glass facade with a glass-and-bronze exterior designed by Solomon Cordwell Buenz.

Hayes Street Enters September Under Active Closure — Enforcement Dispute Still Open

The weekend street closure and Entertainment Zone continue through September under SFMTA permit, while Hayes Valley Safe keeps pressing city agencies over vendor compliance and the absence of visible enforcement.

Hayes Street's 400 block remains closed to vehicles every Friday evening and Saturday through the end of September as the Hayes Valley Shared Spaces program moves into its autumn schedule. SFMTA confirmed the September timetable on its travel-updates page: Fridays from 4 to 10 p.m. and Saturdays from 7 a.m. to 10 p.m., with the outbound 6 Hayes/Parnassus Muni route diverting north onto Grove Street during closure hours. The agency said the program is expected to continue through the remainder of 2026.

The HVNA calendar lists the event as an evening gathering with coffee, beer, and wine provided for attendees. The meeting arrives at a notably live moment for the neighborhood.
