  • OpenAI is supporting an Illinois bill called the Artificial Intelligence Safety Act that would protect AI developers from liability for catastrophic harm, provided they publish safety reports and do not act recklessly.

  • The bill defines โ€œcritical harmsโ€ as events causing 100 or more deaths, $1 billion or more in property damage, or the development of AI-assisted weapons, and applies specifically to frontier models trained with over $100 million in compute.

  • OpenAI, Meta, Alphabet, and Microsoft spent a combined $50 million on federal lobbying in the first nine months of 2025, while no federal law yet exists to determine liability if AI causes large-scale disasters.

  • Anthropic, the company behind Claude, is exploring the possibility of developing its own custom AI chips as the industry contends with a growing shortage of advanced hardware needed to train and run large-scale models.

  • The effort is still in its very early stages โ€” sources told Reuters that Anthropic has not yet formed a dedicated team or established formal plans, while rivals Meta and OpenAI already have active custom chip programs.

  • Anthropic currently powers Claude using Amazon Trainium, Google TPUs, and Nvidia GPUs, and recently expanded its partnership with Broadcom to secure 3.5GW of additional Google TPU capacity expected to come online in 2027.
