State Education Department adopts mandates for school cardiac response plans and hygiene protocols, alongside emergency pharmacy licensure rules.
The State Education Department formalized several operational mandates affecting school health services and pharmacy licensure. Specifically, newly adopted regulations require educational facilities to establish comprehensive cardiac-emergency response plans in coordination with licensed healthcare professionals. These plans mandate the integration of nationally recognized core elements and impose requirements for annual staff training on recognizing sudden cardiac arrest. Concurrently, the agency codified statewide protocols for diapering and toileting in educational settings, imposing specific physical plant requirements and mandatory personnel training on blood-borne pathogen exposure control.
In a separate emergency action, the state clarified licensure expectations for shared pharmacy services involving non-resident establishments. The emergency rule eliminates the requirement for individual pharmacists operating at out-of-state partner facilities to hold dual licensure in New York, permitting them to practice under their home-state credentials. Furthermore, the state proposed aligning internal experience requirements for speech-language pathologists with national certification standards, a structural change intended to streamline practitioner entry and reduce application friction.
