The State Education Department advances emergency regulations allowing total prescription transfers, while behavioral health agencies propose joint oversight.
The State Education Department has adopted an emergency rule and concurrent proposal to permit pharmacies and pharmacists to transfer a patient’s entire prescription, including all authorized refills, upon request. This measure aims to align New York with national standards, streamline the transfer process, and reduce administrative burdens across the pharmacy sector.
The Office of Addiction Services and Supports, in coordination with the Office of Mental Health, has issued a revised proposal to establish comprehensive joint oversight of Certified Community Behavioral Health Centers. The regulatory framework governs certification and operational standards for facilities providing integrated, person-centered mental health and substance use care across the lifespan.
Additionally, the Office of Addiction Services and Supports proposed updates to incident reporting protocols within certified programs to modernize terminology and clarify existing definitions without adding new administrative mandates. Concurrently, the State Education Department advanced a proposal implementing Chapter 549 regarding the on-site supervision requirements for physical therapist assistants.
