Committees advance major budget bills while new measures target nursing home transparency, fast food fees, and Medicaid reimbursement parity.
Legislative activity intensified this week as committees advanced the Executive Budget bills (A10007, S9007), which propose significant adjustments to Medicaid expenditures, hospital finance, and scope of practice for healthcare professionals. The health budget legislation, currently in the Ways and Means and Finance committees, outlines the fiscal framework for the 2026-2027 state fiscal year, including extensions to the Health Care Reform Act and updates to reimbursement rates.
Beyond the budget, lawmakers introduced several targeted public health and long-term care measures. Notable introductions include the ‘Responsible Fast Food and Public Health Act’ (A10309), which seeks to levy fees on chains to fund obesity prevention, and multiple bills addressing hospice and palliative care access in residential facilities (A10310, A10312). Workforce and coverage mandates also saw movement, with proposals to require insurance reimbursement parity for durable medical equipment (S8838) gaining significant sponsorship.
Additionally, the Senate Health Committee considered measures to enhance Medicaid accountability through biometric verification (S9219) and to expand opioid overdose prevention tools in educational settings (S9272). Committees also reviewed legislation granting peace officer status to specific hospital security teams (A10328) and establishing new mandates for sickle cell disease treatment (A10327).
