Budget 2026: Stability, Security and Confidence
Treasury Minister Chris Thomas MHK emphasised financial discipline and investment in services alongside a substantial rise in the personal allowance while unveiling his first Budget in Tynwald this morning (Tuesday 17 February). Referring to this year’s Budget slogan, Minister Thomas said: ‘It is a privilege to stand in this Honourable Court today to present to the people we represent the 2026 Isle of Man Budget and five-year financial plan — a budget and plan for Stability, Security and Confidence. ‘This financial plan sets a pathway towards reducing the Island’s reliance on general reserves despite a continuing need for significant public expenditure.’ Monthly scrutiny panels and the forthcoming introduction of priority-based budgeting were highlighted as ways of maintaining stability and driving greater efficiency in Government spending into the future. Setting Departmental pay and non-pay budgets below inflation expectations is expected to deliver results more immediately. ‘I estimate that this means £5.6m of savings will be achieved [in 2026-27] and £29m over the medium term if there is adherence to the plan,’ the Treasury Minister informed Members. While Government spending continues to rely on the use of reserves to fund spending, this is forecast to diminish over the next five years, with a surplus forecast from 2028-29 onwards. Despite their planned use, the Island’s reserves are forecast to grow from £1.95 billion in the coming financial year to £2.22 billion in 2030-31. The Department of Health and Social Care (DHSC) will receive an additional £45m, driven by demand for services delivered by Manx Care and increasing the DHSC annual budget to £412m. This rise marks the first departure from the funding formula set out following the Independent Review of the Isle of Man Health and Social Care System, leading Minister Thomas to warn: ‘Healthcare is important but the sustained and substantial increase in costs in recent years remains a significant risk to

Budget 2026: all the facts and figures
Government revenue spending for 2026/27 is budgeted at £1.47 billion, representing £18,280 for every person on the Island. An extra £45m in additional funding will be available to the Department of Health and Social Care to fund improvements in our NHS, including reducing waiting times, embedding early intervention initiatives and improving care for older adults. Funding to support services for children and young people through the Department of Education, Sport and Culture will rise by £4.4m, with £2m available to maintain and replace building and property. The Department of Home Affairs has been provided with an extra £5.8m to bolster Island security while additional funding of £2.8m will be available to the Department of Infrastructure for the continued provision of vital services, including off-Island connectivity. Improving Government performance Departments will receive below-inflation uplifts for pay and non-pay. This approach aligns with the drive for greater efficiency across the Isle of Man Government and is anticipated to generate savings of around £5.6m. The Transformation Fund will see a further £2.5m available to departments to implement schemes that are aimed at achieving efficiencies through cost savings and streamlining services. A further £5m injection into the Digital Projects Fund will continue to provide funding for targeted digital modernisation projects under £500,000 to improve the delivery of public services. Tax Personal tax allowance: Will increase by £2,250 for individuals and £4,500 for jointly-assessed couples Will rise to £17,000 for individuals and £34,000 for jointly-assessed couples The changes mean that the higher rate of income tax — frozen at 21% — will become payable on income over £23,500 and will lift around 3,600 taxpayers out of the tax net. Treasury Minister’s Budget Speech 2026
Mr President, Honourable Members, It is a privilege to stand in this Honourable Court today to present to the people we represent the 2026 Isle of Man Budget and five-year financial plan, a budget and plan for stability, security and confidence. I for one value every pound of the public’s money that we are considering spending to finance public services. Value for other people’s money is what this budget is about, to provide stability and security in our public finances. In that spirit this financial plan sets out a pathway towards reducing the Island’s reliance on general reserves despite a continuing need for significant public expenditure, overcoming the structural deficit in public finances through cost improvement and efficiency measures. More about that later. Government revenue spending for 2026/27 is budgeted at £1.47 billion and includes an additional investment in public services of £83 million this coming year. This year’s budget adds an extra £45 million for healthcare to make the annual budget £412 million, growing to a planned £483 million over the 5-year Medium Term Financial Strategy period, and £123 million more than it was in 2022/23. The increase in funding is driven mainly by mandate funding for Manx Care, marks the first departure from the post-Sir Jonathan Michael funding formula and is £32 million above the anticipated 2026/27 level in the 2025/26 Pink Book. Healthcare is important but the sustained and substantial increase in costs in recent years remains a significant risk to the achievement of our medium-term financial plan. There is also £4.4 million more for the childcare strategy, vocational training assistance and apprenticeships, an additional £5.8 million to bolster Island security, and £2.8 million for the continued provision of vital infrastructure and transport services. New Ambulance Service Role Builds an Island of Lifesavers with Manx Heart Foundation
The Isle of Man Ambulance Service is launching recruitment to a new, community-focused role made possible through generous support provided by the Manx Heart Foundation. Thanks to the Foundation’s funding, a 22-month long Community Engagement Lead position has been created to help build an Island of Lifesavers. The successful candidate will develop and deliver initiatives to equip people with the lifesaving skills and confidence to respond to emergencies, such as sudden cardiac arrests. Cardiac arrest is a life-threatening emergency where the heart stops pumping blood around the body, often due to disruption of the heart’s electrical system. Survival depends heavily on swift action, particularly early CPR and rapid access to a defibrillator — interventions that are far more likely when members of the public feel prepared to act. The new role aims to reduce health inequalities and improve survival rates from out-of-hospital cardiac arrest through community education, engagement, and empowerment. The postholder will also offer compassionate follow-up support to survivors and to families affected by these events. Will Bellamy, Director of Ambulance and Transfer Services for Manx Care said: 'Cardiac arrest is a community emergency, and every second counts. Early CPR and fast defibrillation can be the difference between life and death, long before an ambulance arrives. Working with partners across the Isle of Man, including the Manx Heart Foundation, we’re focused on building confident, trained communities with the skills to save lives. 'Our goal is clear: more people ready to act, more lives saved, and more families given hope when it matters most.'
