From Superstition to AI - Forecasting the Weather Has Always Been Desirable...and Hard

Right now, I'm sitting here looking out at the three inches of snow that was originally two feet. It's really common in the DC area for snow to be over-forecast, and the meteorologists never seem to learn that they will always stop dropping the estimate one tier or so too soon.
(And they already closed schools and the federal government for tomorrow. Yes, I'm writing this on January 25 so it's done before Farpoint).
We've attempted to forecast the weather since we've...well, honestly? I think crows try it too.
Knowing what the weather will do is vital for everything from farming to deciding whether to throw an outdoor party.
In the past, we had to rely on superstition. When did professional weather forecasting start?
(And are any of those superstitions accurate)
