Vegan Week, Gary's Chalkboard, and the Water Crisis Blame Game Continues

The Virginia Departments of Health’s Office of Drinking Water has released a 16-page report on the water crisis in Richmond, stating:
ODW asserts that the water crisis should never have happened and was completely avoidable. The City of Richmond could have prevented the crisis with better preparation, by verifying critical equipment was functional before the storm event, ensuring sufficient staffing was physically present at the WTP in the event of a power outage, and making sure staff present at the WTP during the storm event had appropriate training to effectively respond to the temporary power outage.
The report also suggests the City may have violated State Law, specifically the Virginia Public Water Supplies Law and Waterworks Regulations.
A series of corrective actions the City must take within 30 days included training for staff, standard operating procedures for power outages and plans for testing back-up power systems.
