Highway Speed Cameras, a Tower in Jackson Ward, and Stream Restoration

the juice:

The cost of parking at Richmond International Airport will increase today for the first time in 22 years.

Parking in the garage closest to the terminal will increase from $12 to $15 per day, while parking in the economy lots west of Airport Drive will increase from $7 to $10 per day.

the pulp:

  • Richmond Public Schools and LiUNA Local 804 have agreed to rehire bus drivers who were fired last May for “calling out” from after-school activities, via the Richmonder. The agreement is part of the final terms of an initial collective bargaining agreement between the two sides.

  • New Kent County will begin automated speed enforcement in work zones on Interstate 64, with a warning period beginning today and running through July, from WTVR. Beginning in August, drivers traveling more than 10 mph over the posted speed limit will receive a summons with a $100 fine.

  • After four years of planning, construction on a 12-story tower in Jackson Ward is set to begin, via Bizsense. The building will contain 255 apartments as well as commercial space on the ground floor.

the dive:

Ava Jenks from the Citizen dives into the stream restoration projects taking place in Henrico County.

The effort will recreate the natural patterns of the streams to limit erosion and revive local habitats.

Capital projects manager John Newton explains how when stormwater rushes out of pipes it carries thousands of pounds of sediments:

Healthy streams are shallow, and the water banks out when it rains, he said. But the erosion turned the stream into a gully – a straight, deep and wide channel. 

Newton explained that the sediment carries phosphorus and nitrogen, which lead to algal blooms. The algal blooms suck out oxygen in the bay when they die, threatening aquatic life. 

The erosion is typical in urban streams.
