the dive:
Samuel Parker from the RTD dives into Mayor Avula’s proposed budget after City Council met Monday for an afternoon work session.
The Mayor’s proposal notes even at the current real estate tax rate ($1.20 per $100 of assessed value) officials are expecting a $318 million shortfall by FY 2030 as projected expenditures exceed projected revenue.
About 58% of the City’s revenue comes from general property taxes, with other local tax revenue accounting for 20%. The Commonwealth contributes about 10% of revenue and less than 3% comes from the Federal Government.

One factor in the fiscal stress equation of Richmond as compared to surrounding counties is the assessed value of tax exempt real estate, which for Richmond is around $10.2 billion annually as compared to $5 billion in Henrico and $4.2 billion in Chesterfield.
Councilmembers voiced concerns that while the city cites a lack of money employee salaries continue to rise, including a proposed 34% raise in the mayor’s salary from $131k to $175k.
