Richmond’s Chief Administrative Officer Lincoln Saunders will leave the job at the end of the year, according to Graham Moomaw at the Richonder.
Saunders will not serve in an interim capacity when Mayor Elect Danny Avula takes office on January 1.
Avula commended Saunders in a written statement:
He led City Hall through the challenging times following the pandemic, oversaw elevating the city’s bond rating to AAA, and has helped make the city of Richmond an employer that attracts — and retains — high-quality talent. He should be proud of that work.
According to the RTD, Saunders earned an annual salary of $247k in March of 2023 but was earning $334k in August of 2024.
The City of Richmond’s budget for the 2025 fiscal year is $2.9 billion.

Elizabeth Holmes from WTVR breaks down where 400 drivers were ticketed for illegally passing a school bus last month. The most common location was Dogwood Middle on Floyd Avenue. The tickets are $250, but as written in Friday’s newsletter, RPS only receives 12% of the total revenue collected.
