Police Advisory Review Committee Report, Public Works Changes, and More
JANUARY 31 CITY COUNCIL HIGHLIGHTS

At last week’s agenda session, the city council:
- discussed changes to the Employee Information Guide
- heard the Police Advisory and Review Committee (PARC) quarterly report.
- heard a department report from the Public Works Department to follow up on complaints made by several Public Works employees about unsatisfactory working conditions.
At last week’s business session, the city council:
- approved a request to rezone 420, 421, and 422 E 16th Street to U-CX-3 and U-RM-3 to create a new apartment complex and several small commercial units (final reading).
- approved a number of leases (see minutes for full details).
- approved updates to the Employee Information Guide, including the addition of a new multi-factor authentication policy and revisions to dress code, PTO, pay, pension, and more.
- deferred a vote to begin the process of annexation of 1.27 acres along Clark Road in Harrison and the request of the property owner. The resolution will be heard again on February 7.
- approved 1 routine purchase, a ~$360k contract for grinding wood, brush, and leaves.
- approved the release of 1 Requests for Proposals (RFPs) for software improvements.
- heard a report on city debt obligations, including a new obligation on ~$187M in bonds for wastewater improvement projects. The bonds have a 30 year term and 3.83% interest rate.
- One citizen addressed the council regarding the reinstatement of 14 CPD officers.
FEBRUARY 7 CITY COUNCIL HIGHLIGHTS

The proposed city council agenda for this week includes:
- votes on requests to rezone 1622 Bradd Street and 612 Dodson Avenue to R-T/Z (final reading).
- a vote to apply for a FEMA grant to purchase three new emergency fire vehicles.
- a vote to begin the process of annexation of 1.27 acres along Clark Road in Harrison and the request of the property owner.
FEBRUARY 14 CITY COUNCIL HIGHLIGHTS

The proposed city council agenda for next week includes:
- a vote to adjust the duties of the Administrative Hearing Officer to include litter and overgrowth violations and violations of Short Term Vacation Rental Regulations.
- votes on a number of rezoning cases (first reading), including:
- a Planned Unit Development at 3525 Garner Road to construct 46 tiny homes for sale. This case saw opposition at Planning Commission. Planning Commission recommended to approve.
- a request to rezone 1913 and 1915 Kelly Street to UGC Urban General Commercial for the construction of 26 apartment uints. Planning Commission recommended to approve.
- a request to rezone to entire city block bounded by Williams Street, 27th Street, Cowart Street, and 26th Street to UGC Urban General commercial for the construction of a mixed use development including retail, apartments, and single family homes. Planning Commission recommended to approve.
- a request to rezone 2341 Jenkins Road to R-T/Z for the construction of 6 townhomes. This case saw opposition at Planning Commission. Planning Commission recommended to approve.
- a request to rezone 2109 Raulston Street to R-T/Z for the construction of a quadplex. Planning Commission recommended to deny.
- a vote to approve a new City Investment Policy.
- votes to approve several public works contracts (see agenda for full details).
- votes to confirm the appointments of Leandra Sanderfur, Johan Denyschen, Evann Freeman, Stephen Culp, Arcie Reeves, Corey Evatt, Daniela Peterson, Bill Nye, and Charita Allen to the Chattanooga Area Regional Transportation Authority.
- votes to confirm the appointments of Michael Mallen, Mark Harrison, and Kevin Boehm to teh Air Pollution Control Board.
