October 3 - New Appointments, Budget Amendments, and More
GENERAL HIGHLIGHTS
- The Mayor has appointed Mike Compton as Senior Advisor to the Mayor, Nicole Heyman as Chief Housing Officer, and Quentin Lawrence as Director of the Office of Workforce Development.
SEPTEMBER 27 CITY COUNCIL HIGHLIGHTS

- On September 27 the city council:
- voted on a number of rezoning cases (both first and second readings).
- voted to approve a FY2023 budget amendment (first reading). This amendment reallocates and additional ~$337k to the Executive Department, ~$482k to Community Development, ~$924k to Police, and ~$416k to Parks and Outdoors. This money comes mainly from the contingency fund, and some is being reallocated from other departments. The amendment also grants $1.5m from the Affordable Housing Trust Capital Project to Chattanooga Neighborhood Enterprise. You can view the full committee presentation here.
- voted to allow the Department of Community Development to apply for a Department of Housing and Urban Development (HUD) grant for rapid rehousing and supportive services.
- voted to provide services to 278 children through the Head Start program and various partners, for a total of ~$1.27M.
- voted to provide services to 126 children through the Head Start program and various partners, for a total of ~$1.18M
- voted to authorize a subrecipient agreement with Chattanooga Neighborhood Enterprise to spend up to $1M for Lyerly Street affordable housing.
- The council approved 6 routine purchases, including a $1M contract for structured cabling services and a $675k contract for electrical supplies.

OCTOBER 4 CITY COUNCIL HIGHLIGHTS

- On October 4 the city council will:
- vote on a FY2023 budget amendment (final reading). This amendment reallocates and additional ~$337k to the Executive Department, ~$482k to Community Development, ~$924k to Police, and ~$416k to Parks and Outdoors. - vote to amend city code related to sanitary sewer laterals (first reading). This amendment will allow citizen to apply to have the city repair private sewer laterals within city Right-Of-Way. Previously property owners were responsible for these repairs, which could cost tens of thousands of dollars in street remediation.
- vote to confirm a ~3 acre portion of Moccassin Bend as Surplus property.
- vote to authorize the city to apply for and - if awarded - match a Reconnecting Comminutes Pilot Program Planning Grant from the US Department of Transportation to fund portions of the Westside Evolves Plan.
- vote on several resolutions to begin or renew on-call contracts with various private companies. The full list can be found in the meeting agenda.
- vote to allow Public Works to accept a ~$16M American Rescue Plan Grant for stormwater and wastewater capital projects.
