October 10 - Budget Amendments, Sewer Laterals, and More
OCTOBER 4 CITY COUNCIL HIGHLIGHTS

- On October 4 the city council:
- voted to approve a FY2023 budget amendment (final reading). This amendment reallocates and additional ~$337k to the Executive Department, ~$482k to Community Development, ~$924k to Police, and ~$416k to Parks and Outdoors. This money comes mainly from the contingency fund, and some is being reallocated from other departments. The amendment also grants $1.5m from the Affordable Housing Trust Capital Project to Chattanooga Neighborhood Enterprise. You can view the full committee presentation here.
- voted to amend city code related to sanitary sewer laterals (first reading). This amendment will allow citizen to apply to have the city repair private sewer laterals within city Right-Of-Way. Previously property owners were responsible for these repairs, which could cost tens of thousands of dollars in street remediation.
- voted to confirm a ~3 acre portion of Moccassin Bend as Surplus property.
- voted to authorize the city to apply for and - if awarded - match a Reconnecting Comminutes Pilot Program Planning Grant from the US Department of Transportation to fund portions of the Westside Evolves Plan.
- voted on several resolutions to begin or renew on-call contracts with various private companies. The full list can be found in the meeting agenda.
- vote to allow Public Works to accept a ~$16M American Rescue Plan Grant for stormwater and wastewater capital projects.
- approved 6 routine purchases, including a ~$1.22M award for social services, a $820k award for homeless support services, and a $500k award for early learning partnerships.
- approved the issuance of a Request for Proposals (RFP), seeking partners to assist in the development of city owned duplexes to provide affordable housing.
- The STVR Ad Hoc Committee will meet on October 11 in the city council building.
- Several citizens addressed the council, including a comment from Helen Burns Sharpe regarding the upcoming changes to TIF policy. You can view the public comments here.
OCTOBER 11 CITY COUNCIL HIGHLIGHTS

- On October 11 the city council will:
- vote to amend city code related to sanitary sewer laterals (final reading).
- vote on a number of rezoning ordinances (first reading).
- vote to confirm the appointment of Vivian White to the Head Start Governing Board
- vote to amend the Tax Increment Financing Policies and Procedures. The text oe the resolution has not yet been made available.
OCTOBER 18 CITY COUNCIL HIGHLIGHTS

- On October 18 the city council will:
- vote on a number of rezoning ordinances (final reading).
- vote on a resolution to apply for a HUD Lead Hazard Control grant.
- vote to confirm the appointment of Charles Paty to the Industrial Development Board.
- vote on a resolution to amend the Debt Management Policy to allow for certain federal and state loan programs.
- vote on a resolution to issue up to ~$186M in sewer revenue bonds
- vote to confirm the appointment of Reginald Washington to the Beer and Wrecker Board.
- vote to confirm Corri Bischer to the Head Start Governing Board.
- vote to confirm the appointment of Marion Quarles, Michael Webb, and Paul Norman Judd to the Board of Plumbing Examiners.
- vote to confirm the appointment of Marion Quarles, Paul Norman Judd, and Darren Moten to the Board of Gas Examiners.
- vote to confirm the appointment of Marvin Brewster to the Board of Electrical Examiners
- vote to confirm the appointment of Larry Daniels to the Board of Mechanical Examiners
