JANUARY 24 CITY COUNCIL HIGHLIGHTS

At last week’s agenda session, the city council:
- discussed the Request for Proposal (RFP) to find a developer and service provider to convert the Airport Inn to supportive housing. Councilwoman Berz discussed additions such as a bifurcation notice, the creation of an oversight committee, and clawback clauses.
- discussed upcoming changes to the CARTA board, which will be heard on February 14.
- heard a presentation about proposed changes to the Employee Information Guide. This includes changes to dress code, PTO, nepotism regulations, work “out of class (i.e. temporarily moving employees between departments), job evaluations and more. These changes will be up for vote on January 31.
- discussed changes to brush collection. The city will be reverting from a request based brush pick up system to a street-by-street brush pick up system. You can read more here.
- discussed litter issues within the city, especially along roads which are owned by the state and cannot be managed directly by the city.
- discussed STVR regulations at length. The council will discuss further during a public work session on January 31 at 2pm. Chris Anderson also gave an update on enforcement of illegally operating STVRs, noting the number has shrunk from over 400 down to 215.
At last week’s business session, the city council:
- deferred requests to rezone 1622 Bradd Street and 612 Dodson Avenue to R-T/Z to February 7.
- approved a request to rezone 420, 421, and 422 E 16th Street to U-CX-3 and U-RM-3 to create a new apartment complex and several small commercial units (first reading).
- approved an amendment to the lease of the Tivoli Theatre and Memorial Auditorium.
- approved three grants of up to $40k each to Habitat for Humanity for the construction of affordable homes.
- approved the waiver of $6k in park fees to support Riverfront Nights.
- approved updates to the Department of Parks & Outdoors “Parks Animation and Community Enhancement” (PACE) Program.
- approved 3 routine purchases, including a ~$500k purchase of locating and marking services for underground utilities.
- voted on the release of 1 Requests for Proposals (RFPs)
- An RFP for an Airport Inn Developer and Supportive Services provider. The RFP release was approved with three amendments from Councilwoman Berz: the inclusion of a bifurcation notice, the creation of an oversight committee with members named by each councilperson, and clawback clauses to protect the city from changes in development scope and from lack of services provided.
- Three citizens addressed the council on the issue of homelessness, including property damage, upcoming changes to the EIG, and a visit from a developer. You can view the full comments here.
JANUARY 31 CITY COUNCIL HIGHLIGHTS

The proposed city council agenda for this week includes:
- a vote on a request to rezone 420, 421, and 422 E 16th Street to U-CX-3 and U-RM-3 to create a new apartment complex and several small commercial units (final reading).
- votes on a number of leases (see agenda for full details).
- a vote to update the Employee Information Guide, including the addition of a new multi-factor authentication policy and revisions to dress code, PTO, pay, pension, and more.
- a vote to begin the process of annexation of 1.27 acres along Clark Road in Harrison and the request of the property owner.
FEBRUARY 7 CITY COUNCIL HIGHLIGHTS

- a vote to apply for a FEMA grant to purchase three new emergency fire vehicles.
