December 4 City Council Update

NOVEMBER 28 CITY COUNCIL HIGHLIGHTS

  • The council heard a special presentation on the proposed deannexation of 7900 Holly Hills Drive.
  • Councilwoman Hill proposed new legislation amending the city ordinance relative to skates, skateboards, scooters, and other non-motorized vehicles. The proposed amendment would allow such non-motorized vehicles to utilize the bike lanes, which is not currently allowed under city ordinance.
  • The council heard presentations about two applications for Payment In Lieu of Tax (PILOT) programs. One is a potential affordable housing project at 6402 Shallowford Road, the other is a potential affordable housing project at 2003 Bailey Avenue.

  • The council approved an amendment to the process of declaring surplus city real estate (final reading).
  • The council voted on a number of zoning cases (final reading). See the minutes for full details.
  • The council approved updates to city code regarding the Commercial Property Assessed Clean-Energy and Resiliency (C-PACER) program (first reading).
  • The council approved a professional services agreement with Dr. Marcus Mauldin to perform a Social and Economic Equity Study.
  • The council approved a $40k grant to Habitat for Humanity for the construction of affordable housing at 421 West 37th Street.
  • The council approved the declaration of surplus property at 2904 Taylor Street, 2906 Taylor Street, 2702 Chamberlain Avenue, and 2704 Chamberlain Avenue.
  • The council voted on various other agreements, changes to the Employee Information Guide, donations, and grant awards. See minutes for full details.
  • The council approved 9 routine purchases, including a $650k increase in the Sewer Fee Billing Services contract with Enco Tennessee, LLC.
  • The council approved one Request for Proposals (RFP) for updates to the historic zoning regulations which cover Fort Wood, St. Elmo, Battery Place, and Ferger Place.
  • The council heard a report on General Obligation Bonds.
  • 39 citizens addressed the council, all of them in response to the recent crash on Frazier Ave which killed two pedestrians. You can watch the full comments here.

DECEMBER 5 CITY COUNCIL HIGHLIGHTS

  • The council will vote on updates to city code regarding the Commercial Property Assessed Clean-Energy and Resiliency (C-PACER) program (final reading).
  • The council will vote on the proposed deannexation of 7900 Holly Hills Drive (first reading).
  • The council will vote on a Payment in Lieu of Taxes (PILOT) agreement for the Chattanooga Neighborhood Enterprise Bailey Park Project.
  • The council will vote on a PILOT agreement for a project at 6402 Shallowford Road.
  • The council will vote on a number of agreements, fee waivers, special police officers, and wastewater contracts. See agenda for full details.

DECEMBER 12 CITY COUNCIL HIGHLIGHTS

  • The council will vote on an amendment to the Fire District Area (first reading).
  • The council will vote on a number of rezoning requests (first reading), including: - A request to rezone 1133 and 1137 Old Pineville Road from R-1 to R-3. RPA staff recommended denial. Planning commission recommended approval.
  • The council will vote on a comprehensive update to the Chattanooga Zoning Code. You can read the draft update here.

  • The council will vote on the appointments of Daisy. W. Madison, Carl Levi, Katie Reismidt, and Aon Miller to the General Pension Board.
  • The council will vote on the appointment of Corri Bischer to the Head Start Governing Board.
