Agreement with Trostyanets, Ukraine, ARP Funding, and More

GENERAL HIGHLIGHTS

  • On July 11 the city council approved an agreement establishing a partnership between the City of Chattanooga and the City of Trostyanets (Ukraine) to develop long-term economic, scientific, technical, cultural, and tourist cooperation. This agreement does not include any funding from the city budget.
  • On July 25 the city council will vote on the allocation of American Rescue Plan funding.

JULY 11 CITY COUNCIL HIGHLIGHTS

  • The council approved amendments to the ordinance governing the Beer Board (final reading).
  • The council voted on a number of zoning requests (first reading), including:
    • Withdrawing requests to rezone 7707 and 7717 Lee Highway to UGC to allow for the full conversion of two hotels to apartment buildings.
  • The council confirmed the appointment of Ray Adkins to the Sports Authority Board.
  • The council approved two lease agreements.
  • The council approved an agreement establishing a partnership between the City of Chattanooga and the City of Trostyanets (Ukraine) to develop long-term economic, scientific, technical, cultural, and tourist cooperation. This agreement does not include any funding from the city budget. Councilmembers Henderson, Smith, Hester, Berz, Noel, Hill, and Dotley voted to approve. Councilmembers Ledford and Coonrod voted “present”.
  • The council approved the appointment of two new unarmed special police officers.
  • The council approved a ~$22M contract with Talley Construction for city wide resurfacing projects.
  • The council approved 6 routine purchases, including a $2M purchase of city wide plumbing services from Mountain City Service, Inc. and Keefe Plumbing and Heating Co., Inc..
  • The council approved the issuance of a Request for Proposals (RFP) to redevelop “gateway” parcels along Rossville Boulevard.

  • The council will vote on a request to rezone 2155 and 2136 West Shepherd Road to R-T/Z (first reading).
  • The council will vote on a number of Economic Development, Equity and Community Engagement, Public Works, and Wastewater related agreements (see agenda for full details).

JULY 25 CITY COUNCIL HIGHLIGHTS

  • The council will vote on a request to rezone 2155 and 2136 West Shepherd Road to R-T/Z (final reading).
  • The council will vote on an amendment to the city ordinance governing the Fire and Police Pension Fund board of trustees (first reading).
  • The council will vote on two rezoning requests (first reading).
  • The council will vote on the allocation of American Rescue Plan funding:
    • $20k to Prison Prevention Ministries for youth early intervention programs.
    • $6k to DeSti Foundation for educational programming.
    • $5k to United Community Action Alliance for seniors' health, wellness, and information.
    • $3k to Woodmore Elementary School Family Resource Center.
    • $15k to Second Missionary Services, Inc. for educational outreach programs.
  • The council will vote on the expansion of an agreement with Purpose Point Learning Academy for early learning access expansion, increasing the budget by $150k, for a total of $900k.
  • The council will cote on agreement between the Federal Highway Administration USDOT and TDOT for end-to-end support for Integrated Smart Electric Grid and Transportation System Management.
  • The council will vote on the appointments of Matthew Stovall, Tim Goldsmith, Valerie Smith, Jonathan Dean, Nandini Makrandi, Dixon Settler, and Courtney Cochran to the Public Art Commission.
  • The council will vote on a ~$17M agreement with J.S. Harn Construction Company, Inc. for sewer pump station improvements.
